About The Position

The Loudoun County Health Department is seeking a licensed physician executive to serve as the Public Health Deputy–Medical Director, working in a fast-paced, high-demand local government environment with collective bargaining. The position will remain open until filled. The Health Department has an approved FY27 budget of approximately $20.4M and 137 full-time employees. The Health Department transitioned from a state agency to local administration under Loudoun County Government effective July 1, 2023. Under the direction of the Health Director, this senior leadership role of Public Health Deputy–Medical Director provides staff leadership and clinical oversight and medical direction for assigned Health Department services, primarily focused on community health programs and operations. The Deputy should support a professional and communicative work environment while using strong interpersonal skills to manage staff and activities to help ensure alignment with departmental priorities, strategic goals, and public health policies in Virginia. The role combines direct clinical practice with executive-level responsibilities in supervision, quality improvement, policy development, and program oversight, ensuring the delivery of safe, effective, and evidence-based public health services and the development of staff. The Deputy should be results-oriented with the ability to quickly establish and maintain effective working relationships with Health Department management and staff, including direct reports, peer departments, community stakeholders, federal, state, and local agencies, and the public; exceptional interpersonal skills and ability to effectively communicate, both orally and in writing.

Requirements

  • At the time of employment must be a physician licensed to practice medicine in the Commonwealth of Virginia, must possess a master's or doctoral degree in the area of public health and have at least three (3) years of professional experience in a full-time position in either a public health agency or public health-related position, or be otherwise qualified for the position as determined by the Commissioner of the Virginia Department of Health.
  • Valid Virginia medical license and DEA registration required.
  • Valid driver’s license with acceptable driving record required.
  • May be required to use PPE and work in clinical or field environments.
  • Must be able to perform work onsite.
  • Must complete County and Commonwealth training, as necessary.
  • Must complete TB screening and required immunizations in accordance with Virginia Department of Health standards.
  • Must pass pre-employment background checks (criminal, fingerprinting, credit, DMV, CPS).
  • Must serve as essential personnel and respond to public health emergencies, including after-hours, weekends, holidays, and County closures.

Nice To Haves

  • Prefer completion of an approved residency in an appropriate specialty, such as preventive medicine, internal medicine, or family practice; two (2) years of executive-level clinical and managerial experience (experience may be inclusive of residency and fellowship) in a comparably sized public or private organization, in addition to the requirements above.
  • MD or DO with completion of residency in Family Medicine, Internal Medicine, Preventive Medicine, or related specialty.
  • Master of Public Health.
  • Board certification in an appropriate specialty.
  • Strong background in clinical quality improvement and population health.
  • Experience in an executive or senior-level clinical or administrative leadership role overseeing complex processes across public health disciplines.
  • Knowledge and management experience leading a diverse team of professionals in a public health or healthcare setting.
  • Experience succeeding in public health systems at a local, state or federal government level.

Responsibilities

  • Serves as Deputy Health Director and may act as Health Director as determined by the Health Director or County Administrator.
  • Serves as head of the Community Health Division and directly supervises its Population Health, Epidemiology, and Emergency Preparedness programs. May also directly supervise clinicians or have adjustments to areas of responsibility based on operational need.
  • In consultation with the Health Director and other senior department staff, provides clinical leadership and medical oversight for patient care services, including immunizations, family planning, STI services, tuberculosis, refugee health, dental, and related services.
  • Delivers direct patient care, including diagnosis, treatment, prescribing, and follow-up within the scope of licensure.
  • Oversee clinical quality improvement, performance monitoring, and evidence-based practice standards.
  • Supervises nurse practitioners, dentists, and other clinical staff.
  • Ensures compliance with all applicable federal, state, and local regulations, licensing requirements, and accreditation standards.
  • Leads clinical policy development and contributes to strategic planning and system design.
  • Implements and operationalizes the Health Director's strategic vision and priorities alongside those determined by the Commonwealth of Virginia and the County.
  • Serves in a leadership role during public health emergencies, including incident command functions as delegated.
  • Participates in budget development, resource planning, and contract oversight.
  • Provides consultation to department leadership, staff, and external partners.
  • Represents the Health Director and the department in meetings with government agencies, healthcare partners, and community organizations.
  • Effectively communicates with internal and external stakeholders while navigating complex political dynamics.
  • Advises County leadership and represents the Health Director and the department in high-level policy, governance, and interagency coordination.
  • Ensures adherence to HIPAA and all applicable privacy and confidentiality standards.
  • Performs other duties as assigned.
