About The Position

The Vermont Department of Health (VDH) is seeking a Public Health Analyst II for the Research, Epidemiology and Evaluation Unit. This role involves analyzing data for chronic diseases and public health issues, managing internal data systems, and distributing data. The position will analyze and interpret data, prepare and present information to local health offices, consult on data needs, respond to data requests, track population health data, create and maintain dashboards, provide technical assistance for data display, write data products, and maintain web-based data reporting. It will also support special surveys and studies, statewide plans, and reports. The analyst will serve as a data liaison to local health staff, supporting VDH's Offices of Local Health and the Department of Health's Planning Unit with data needs for state and agency initiatives. The role involves working with program staff to support the use of health outcome indicators in plans like the State Health Improvement Plan and Healthy Vermonters 2030. The position reports to the Research, Epidemiology and Evaluation Unit Chief and the Epidemiology and Surveillance Team Lead, and analysts are expected to work on multiple teams. Expertise in Microsoft Office, statistical software (R, Python, SAS), workflow automation, and data visualization software (PowerBI, Tableau) is required. Extensive contact with community partners, VDH staff, and systems developers is expected. Travel to Health District Offices within Vermont is required. This is a full-time, Limited Service position requiring in-person workdays in Waterbury, VT, as part of a hybrid schedule.

Requirements

  • Master's degree or higher in biostatistics, epidemiology, public health or a social sciences discipline, including 6 credits in statistics at the graduate level AND one (1) year or more of professional level work in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.
  • OR Bachelor's degree in statistics, a health-related or social sciences discipline, including 12 college credits in statistics, research or computer sciences, and 6 of these credits must be in statistics AND two (2) years or more of professional level work in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.
  • OR Associate’s degree in public health, health, scientific or informatics field AND four (4) years or more of experience in research, statistics, informatics or program evaluation where the activities include gathering, analyzing and interpreting statistical data.
  • Expertise in Microsoft Office.
  • Expertise in statistical analysis software (R, Python, Sas, etc.).
  • Expertise in workflow automation.
  • Expertise in data visualization software (PowerBI, Tableau).
  • Extensive contact with community partners, VDH program staff and systems developers will also be required.
  • Travel to Health District Offices within Vermont is required.

Nice To Haves

  • Experience in public health or a health-related field.
  • Master's degree in epidemiology, public health, statistics, or related social sciences discipline, including at least six credits in statistics at the graduate level AND one (1) year or more of full-time professional level work experience in research, statistics or program evaluation where activities include performing literature review, gathering, analyzing and interpreting statistical data.
  • Experience with quantitative analysis with statistical software (R, Python, SAS) including complex sample analysis.
  • Experience with state-level, population-based health surveillance; program evaluation and development of outcome measures.

  • Superior oral and written communication skills, including competence in explaining statistical and qualitative data to diverse audiences with varying skills and experience using data; and group facilitation.

  • Proficiency in data management, project coordination, and maintaining web-based data display tools.

Responsibilities

  • Provide analysis and interpretation of data for chronic disease conditions and public health concerns.
  • Manage and maintain internal data systems as well as systems for data distribution and promotion.
  • Prepare and present material to local health offices.
  • Consult with local health offices on data needs.
  • Respond to internal and external data requests.
  • Track population health and performance management data.
  • Create and maintain dashboards for displaying population health data.
  • Provide technical assistance on preparing data for display.
  • Write data products.
  • Maintain sub-state, web-based data reporting.
  • Assist with the preparation of special surveys and studies including statewide plans and reports.
  • Serve as the data liaison to local health staff, providing technical assistance on VDH data, reporting and dissemination.
  • Support the Department of Health's Planning Unit with data related needs that support the Department, the Agency of Human Services, and Statewide initiatives.
  • Work with Planning and other program staff to support the use of high-quality health outcome indicators across plans and programs.
  • Work on multiple teams, including the Unit, the Surveillance Epi team, District Office teams and special topic workgroups.
