About The Position

This position is within the Taxpayer Services (TS) business unit, specifically in Communications and Liaison. The role involves providing analysis, oversight, and guidance for assigned communication programs and initiatives within the Business Unit's Division. The specialist will assist the Communications Manager or senior specialist in developing and implementing program plans, advising on potential internal and external reactions to planned Service actions, and establishing/maintaining effective working relationships with media and specialized groups interested in IRS programs.

Requirements

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
  • Males born after December 31, 1959 are required to be registered with the Selective Service System or prove they are exempt from having to do so.
  • Must provide 2 forms of identification from the Form I-9.
  • Federal experience is not required.
  • Experience may have been gained in the public sector, private sector or through Volunteer Service.
  • One year of experience refers to full-time work; part-time work is considered on a prorated basis.
  • You must meet the following requirements by the closing date of this announcement.
  • GS-7 QUALIFICATIONS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service.
  • GS-7 Specialized experience: Experience with communications and program analysis technical rules, regulations, and precedents to apply to assigned portions of programs, projects and studies.
  • GS-7 Specialized experience: Oral and written techniques in order to share factual information with public affairs staff and to document findings.
  • GS-7 Specialized experience: Experience with basic objectives and policies governing various functional programs, operations, and processes to assist in providing analysis and guidance.
  • GS-9 QUALIFICATIONS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
  • GS-9 Specialized experience: Experience with written and oral communication techniques and methods to assist in providing guidance and oversight on assigned communication programs.
  • GS-9 Specialized experience: Experience planning, gathering and verifying and editing digital photography and creating and developing computer graphics/desktop publishing.
  • GS-9 Specialized experience: Experience with analytical methods to evaluate data and make appropriate recommendations and interpersonal relation skills sufficient for establishing and maintaining effective working relationships.
  • GS-11 QUALIFICATIONS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
  • GS-11 Specialized experience: Experience with written and oral communication techniques, communications models, and applications used to reach audiences effectively.
  • GS-11 Specialized experience: Experience writing articles and releases and developing content for print and web mediums directed at a diverse employee audience.
  • GS-11 Specialized experience: Experience with analytical methods to evaluate data and make appropriate recommendations, and interpersonal relation skills sufficient for establishing and maintain effective working relationships.
  • MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have: Graduated from high school or been awarded a certificate equivalent to graduating from high school; or Completed a formal vocational training program; or Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.
  • Prior IRS Employment - Former employees will be subject to a screening of their prior conduct with the Service.
  • Tax Check - Must undergo a review of income tax verification.
  • Fingerprint/Criminal History Check - This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting."
