About The Position

UPS is seeking an experienced and highly motivated public affairs professional to join the Global Public Affairs team with a focus on State Government Affairs. This full-time position reports to the US State Government Affairs Manager and plays a critical role in advancing UPS’s legislative and regulatory priorities across assigned state(s). The ideal candidate has prior legislative experience, strong political judgment, and the ability to build trusted relationships with policymakers, regulators, and external partners. This role requires strategic thinking, excellent communication skills, and the ability to navigate complex state political environments.

Requirements

  • 4–6 years of experience working in a state legislature, governor’s office, regulatory agency, or in a state government affairs role for a business or trade association.
  • Strong understanding of state government processes, legislative procedure, regulatory rulemaking, and grassroots advocacy.
  • Demonstrated ability to develop and execute lobbying strategies in a multi-state or complex political environment.
  • Exceptional written and verbal communication skills with the ability to distill complex issues into clear, persuasive messaging.
  • Strong relationship-building skills and the ability to collaborate across diverse internal teams.
  • Excellent judgment, research capability, and attention to detail.
  • Willingness to travel within assigned state(s) and occasionally outside the region.
  • Self-starter with the ability to operate independently while being a strong team player.
  • Bachelor’s degree or international equivalent — required.
  • Must be a U.S. Citizen or National of the U.S., an alien lawfully admitted for permanent residence, or an alien authorized to work in the U.S. for this employer.

Nice To Haves

  • Experience or familiarity with issues related to transportation, labor, environmental policy, or data security is a plus.
  • Master’s Degree-preferred.

Responsibilities

  • Develop and execute UPS’s legislative strategy in assigned states, including issues related to transportation, labor, environmental regulations, data privacy, tax policy, and supply chain infrastructure.
  • Monitor state legislative and regulatory activity; identify emerging risks and opportunities for UPS operations.
  • Draft legislative analysis, bill summaries, talking points, and testimony for hearings.
  • Represent UPS at state capitols, regulatory agencies, commissions, and public hearings.
  • Build and maintain strong working relationships with: Governors’ offices, State legislators and legislative leadership, Regulatory agencies (DOT, Public Utilities, Labor, Environmental, etc.), Local government officials.
  • Serve as the primary point of contact to educate policymakers on UPS operations, policy positions, and the company’s economic impact.
  • Build and lead coalitions with industry associations, business groups, chambers of commerce, and third-party organizations.
  • Participate in and help manage UPS’s engagement with state-level business and policy associations.
  • Coordinate with internal UPS subject-matter experts to support coalition efforts and stakeholder outreach.
  • Design and execute targeted advocacy campaigns to advance UPS priorities at the state level.
  • Develop advocacy materials including presentations, briefing packets, letters, and issue campaigns.
  • Work cross-functionally with Public Affairs colleagues, Communications, Operations, HR, Legal, and Compliance teams to ensure alignment and messaging consistency.
