About The Position

The Department of Energy (DOE) Office of Secure Transportation (OST) Human Reliability Program (HRP) is a safety and security reliability program designed to ensure that individuals who occupy positions affording access to certain materials, nuclear explosive devices, facilities, and programs meet the highest standards of reliability and physical and mental suitability. The Psychologist will determine the psychological fitness of an HRP individual. The Psychologist will report to the Site Occupational Medical Director (SOMD). This job is CONTINGENT upon contract award, client approval, completion of a favorable background investigation, and the ability to obtain and maintain a Public Trust / High Risk clearance.

Requirements

  • Must hold a doctoral degree from a clinical psychology program that includes a one-year clinical internship approved by the American Psychological Association or an equivalent program.
  • Must have accumulated a minimum of three years postdoctoral clinical experience with a major emphasis in psychological assessment and testing.
  • Have a valid, unrestricted New Mexico state license to practice clinical psychology.
  • Eligibility for DOE access authorization (Q clearance level)
  • Be eligible for the appropriate DOE access authorization.

Responsibilities

  • The Psychologist will be part of a system of continuous evaluation that identifies individuals whose judgment and reliability may be impaired by mental disorders, or any other condition that may be of a security and/or safety concern while working on the job.
  • The Psychologist shall take and complete all necessary HRP training, including OST psychological orientation
  • The Psychologist shall provide technical oversight of the administration of the psychological testing and assessments(s) for HRP personnel as required.
  • The Psychologist must be able to obtain and hold DOE access authorization prior to conducting psychological evaluations.
  • The Psychologist shall conduct psychological evaluations as follows: (1) post-job offers for applicants; (2) annual HRP recertification and extended annual recertifications; and (3) special psychological evaluations (SPEs); the psychological evaluations shall consist of a semi-structured interview and the administration of a standardized psychological assessment(s).
  • The Psychologist shall ensure testing results are available for review during the HRP employee’s semi-structured interview during the scheduled core week.
  • The Psychologist shall immediately notify the OST HRP Medical Officer (or designee) and the Contracting Officer, when there is an emergent concern that poses a serious incident that could result in death, catastrophic or grave consequences to national security, life, or property.
  • The Psychologists shall provide a written letter report to the SOMD containing the results of the evaluation and psychological opinion and/or recommendation to the SOMD and site Designated Physician within twelve workdays following the date of the evaluation.
