Provincial Adjudicator (Deputy Superintendent) (Term)
About The Position
The Provincial Adjudicator is responsible for the province-wide adjudication of disciplinary infractions for persons in custody. This involves determining responsibility, assessing appropriate penalties or sanctions, and adjudicating approximately 3800 cases annually, averaging 15 per day, primarily from the Central Nova Scotia Correctional Facility. The position may also cover the Nova Scotia Youth Centre. Hearings are typically conducted remotely via video conference, with a requirement for in-person hearings on a bi-annual basis. The role adheres to the Correctional Services Act (CSA) and its Regulations, employing principles of natural justice and administrative fairness. The Provincial Adjudicator must maintain independence from day-to-day operations to avoid any apprehension of bias. Additionally, the incumbent will recommend, revise, and develop related policy and procedures (P&P), prepare implementation plans for these, and conduct audits to ensure compliance.
Requirements
- A University Degree in a related field.
- Several years of experience in a Correctional facility at the management level.
- An acceptable equivalent combination of training and experience, such as work as a Senior Probation Officer, in the Policing or Courts fields or in other areas of Corrections or Criminal Justice may be considered.
- Knowledge of facility operations, including safety/security, case management, adjudications, crisis management, human resource management and quality assurance and risk management.
- Knowledge of relevant legislation, including the Corrections Act, the Criminal Code, Youth Criminal Justice Act, Workers’ Compensation Act and the OH&S Act.
- Ability to interpret Collective Agreements.
- Demonstrated understanding of the LEADS Leadership Framework, including key behaviours and capabilities for leading in a caring and inclusive environment (Leads Self, Engage Others, Achieve Results, Develop Coalitions and Systems Transformation).
- Ability to provide a copy of a valid driver's license.
- Ability to provide a driver's abstract.
- Ability to provide proof of all stated education and training.
- Ability to submit results from a vulnerable sector check with fingerprinting.
- Ability to submit a child abuse registry check.
Responsibilities

- Establishing independence from day-to-day operations to avoid actual or reasonable apprehension of bias.
- Recommending, revising and/or developing related policy and procedures (P&P).
- Preparing implementation plans for revised or new P&P.
- Conducting audit disciplinary processes to confirm compliance with P&P.
