About The Position

The Department of Community and Human Services (DCHS) is seeking a qualified internal candidate for a Special Duty Assignment (SDA) to establish and support a new Provider Supports Team within the Community Investments and Provider Supports (CIPS) section. The Provider Supports Team will serve as the Adult Services Division's (ASD) centralized resource for provider capacity building, technical assistance coordination, language access administration, provider learning and development, and provider readiness initiatives for the division. The team will play a key role in strengthening the Veterans, Seniors, and Human Services Levy (VSHSL) provider network and advancing equitable access to County funding opportunities. The Provider Supports Team Lead provides strategic leadership for ASD's Provider Supports Team and reports directly to the Chief of Community Investments and Provider Supports. This position is responsible for developing and implementing provider support strategies that strengthen organizational capacity, improve provider readiness, increase equitable access to County funding opportunities, and enhance long-term sustainability of the regional human services network. The Lead provides day-to-day leadership and coordinates the work of Provider Supports Specialists while serving as the primary liaison between providers, procurement, contracting, fiscal staff, policy staff, executive leadership, and external partners. The position oversees existing VSHSL Technical Assistance and Capacity Building (TACB) and Language Access programs while leading development of new provider support initiatives, including the VSHSL Provider Academy Pilot Program.

Requirements

  • Bachelor's degree in Public Administration, Business Administration, Human Services, Organizational Development, Public Policy, or related field, or an equivalent combination of education and experience.
  • Five years (or more) of progressively responsible experience in one or more of the following: Human services administration, Provider supports, Organizational development, Program management, Contract administration, Grantmaking, Community partnerships
  • Two years (or more) leading projects, initiatives, or professional staff.
  • Experience facilitating trainings, workshops, or learning communities.

Responsibilities

  • Provide strategic leadership for ASD's Provider Supports Team.
  • Develop annual work plans, priorities, performance measures, and implementation strategies.
  • Establish and continuously improve provider support processes across ASD.
  • Identify opportunities to improve provider readiness, organizational capacity, and equitable access to County resources.
  • Prepare executive briefings, recommendations, reports, and presentations.
  • Supervise Provider Supports Specialist(s), including coaching, work planning, and performance management.
  • Represent Provider Supports within division leadership discussions and cross-functional initiatives.
  • Partner with the Chief of Community Investments and Provider Supports to co-design the VSHSL Provider Academy Pilot Program.
  • Research national and local best practices related to provider readiness, nonprofit capacity-building, and equitable procurement participation.
  • Draft a comprehensive Provider Academy proposal for executive review.
  • Develop proposed curriculum, instructional framework, learning objectives, and participant expectations.
  • Design recruitment strategies, outreach plans, participant eligibility requirements, and selection criteria.
  • Develop implementation recommendations, staffing approaches, and partnership opportunities.
  • Create an evaluation framework measuring participant outcomes, organizational readiness, and long-term program effectiveness.
  • Recommend future expansion strategies based upon pilot results.
  • Oversee administration of VSHSL TACB grants and contracted technical assistance services.
  • Identify, evaluate, and recommend qualified consultants and organizations capable of providing specialized technical assistance.
  • Develop processes for matching providers with appropriate TACB contractors.
  • Facilitate introductions and ongoing relationships between providers and contracted technical assistance organizations.
  • Monitor contractor performance, provider utilization, and overall effectiveness of TACB investments.
  • Identify emerging provider capacity needs and recommend future technical assistance priorities.
  • Oversee administration of VSHSL Language Access resources supporting funded providers.
  • Ensure providers have timely access to interpretation and translation services.
  • Coordinate with contracted language access vendors.
  • Monitor expenditures, utilization, and service quality.
  • Recommend improvements that enhance provider access and administrative efficiency.
  • Coordinate ASD's Provider Supports responsibilities related to implementation of the SS7 Countywide Nonprofit Workforce Survey strategy.
  • Serve as liaison with organizations selected to implement workforce stabilization initiatives.
  • Gather provider feedback to identify emerging needs and system improvement opportunities.
  • Coordinate provider workshops, learning opportunities, and communities of practice.
  • Develop recommendations that improve provider experience and strengthen County-provider partnerships.
  • Perform other duties as assigned.
  • Participate in division strategic planning efforts.
  • Support special projects assigned by the Chief of Community Investments and Provider Supports.
