About The Position

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate for the position of Provider Experience Project Manager (Project Manager IV), reporting to the Director of Provider Experience for Operations. The MCS Operations department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid, one of the largest healthcare programs in the country, serving approximately 4 million Texans. Key department deliverables include claims resolution, acute care claims processing, provider enrollment, IDD Waiver Programs, Vendor Drug Program, and management of Medicaid Modernization. MCS is driven by its mission to deliver high quality, cost-effective services to Texans. The Provider Experience Project Manager performs advanced, senior-level project management work focused on improving the experience of providers who interact with HHSC and the Texas Medicaid program. The position supports projects related to provider enrollment, system modernization, customer experience, process improvement, quality review and operational performance. The role will initially support work related to the Provider Enrollment Management System(PEMS), and may expand to other Medicaid systems and provider-facing processes as modernization efforts continue.

Smartsheet or other project management systems used to track schedules, deliverables, risks, issues, and project status.
Managing complex projects from initiation through implementation.
Developing project plans, schedules, milestones, reports, and executive briefings.
Communicating project information clearly to leadership, staff, vendors, providers, and interested groups.
Facilitating meetings, workgroups, and decision-making sessions.
Identifying problems, evaluating alternatives, and recommending practical solutions.
Managing multiple priorities and projects at the same time.
Analyzing data, project trends, stakeholder feedback, and operational processes.
Preparing written materials, presentations, and reports.
Initiate and manage enterprise-level or multi-agency projects,
Demonstrate business need, project feasibility, and alignment with strategic priorities.
Communicate project methodology, processes, risk, and outcomes to interested groups.
Capture and manage changes to project scope, timeline, resources, and deliverables.
Build and maintain effective working relationships with agency staff, vendors, providers, and external partners.
Exercise sound judgement and independent decision-making.
Work under limited supervision with considerable latitude for initiative and independent judgment.
At least three years of experience managing projects, programs, initiatives, or system implementations that involve multiple divisions, agency-wide impacts, regulatory requirements, or change management activities.
Experience coordinating projects with multiple internal and external stakeholders.
Graduation from an accredited four-year college or university with major coursework in public administration, public policy, business administration, project management, health administration, systems development, communications or a related field.
Project Management Professional, PMP, certification or must obtain within a year of being hired.

Nice To Haves

Experience in Medicaid, CHIP, healthcare operations, provider enrollment, customer experience, or system modernization is preferred.
Lean Six Sigma Green Belt or Black Belt certification.
Certified Associate in Project Management, CAPM, Certification.
Experience using journey maps, process maps, dashboards, personas, surveys, or provider feedback tools.

Responsibilities

Leads and coordinates complex Provider Experience projects, including projects related to provider enrollment, PEMS, provider feedback, system enhancements, process improvement, and Medicaid technology modernization. Develops project plans, timelines, milestones, deliverables, risk logs, decision logs, and implementation plans. Monitors project progress and works with internal and external partners to resolve barriers, manage risk, and keep projects aligned with business needs.
Develops and implements communication plans to share project methodology, processes, status updates, and decisions with team members, agency leadership, program staff, vendors, providers, and other interested groups. Facilitates meetings, workgroups, and project updates. Prepares clear presentations, briefings, reports, and other materials to support decision-making and accountability.
Creates and maintains documentation procedures to capture project decisions, requirements, scope changes, risks, issues, and changes to the original project plan. Supports quality assurance and audit activities by ensuring project records are accurate, organized, and aligned with agency expectations. Reviews project data, provider feedback, process maps, user experience findings, and performance measures to identify improvement opportunities.
Oversees multiple projects concurrently and ensures projects remain aligned with Provider Experience Team priorities, MCS Operations goals, and HHSC strategic objectives. Coordinates dependencies across projects and helps ensure resources, timelines, and deliverables are managed effectively.
