About The Position

The Medicaid Proposal Writer is an individual contributor who reports to the Manager, Proposal Writing and supports the execution of the enterprise writing strategy set by the Director, Proposal Writing. This role drafts and refines assigned narrative sections for state Medicaid managed care and other Medicaid government‑sponsored health program bids. The writer translates technical and operational information from subject matter experts into clear, compliant, and evaluable prose that reflects our win themes, differentiators, and commitments. This is not a technical writing role; the focus is on structured proposal responses within a Medicaid managed care context. The Proposal Writer collaborates closely with matrixed business partners to produce accurate, consistent, and compelling responses. The writer also uses AI‑enabled writing and editing tools in a controlled, compliant way to increase speed and quality, while maintaining accountability for accuracy, Medicaid alignment, and voice.

Requirements

  • Minimum of 2 - 4 years of experience ​supporting Medicaid managed care proposals within a Managed Care Organization (MCO) environment
  • Direct experience contributing to RFP/RFI responses for state Medicaid programs
  • Experience writing compliant proposal responses that translate operational, clinical, and programmatic content into clear, structured and evaluate narratives aligned to Medicaid managed care requirements.
  • Strong writing and editing skills; able to organize complex information into clear, evaluable responses that follow instructions and page limits
  • Able to interpret RFP questions and requirements and structure responses to address them directly
  • Solid information‑gathering skills; comfortable working with subject matter experts and reconciling multiple inputs
  • Comfort using generative AI and other AI‑enabled tools to support drafting and editing, with the ability to: Develop clear, focused prompts based on RFP requirements and strategy, Critically review AI output for accuracy, compliance, product alignment, and voice. Revise or discard AI output that does not meet quality or compliance expectations
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint) and collaboration platforms (e.g., SharePoint/Teams); familiarity with content management tools and Shipley/APMP‑aligned practices is a plus
  • Highly organized and detail‑oriented; able to manage multiple sections and deadlines concurrently in a fast‑paced, deadline‑driven environment

Nice To Haves

  • Experience working cross-functionally with operations, clinical, and compliance stakeholders in Medicaid MCO setting
  • Bring experience with, or strong willingness to learn, designing and testing simple AI “agents” or workflows that support proposal development (e.g., content drafting, restructuring, or quality checks)

Responsibilities

  • Write clear, evaluable responses for assigned RFP/RFI sections, aligned to Medicaid managed care bid requirements, under the direction of the Manager and Senior Writers
  • Organize response content with clear headings, state-specific tailoring, and embedded win themes, differentiators, metrics, and proof points
  • Contribute to basic scenario-based content (e.g., member journeys, process examples)
  • Join strategy/kickoff sessions to understand scope, storyline, and key messages
  • Gather and clarify inputs from operations, clinical, quality, network, IT, and other SMEs
  • Incorporate feedback from writing leadership, Proposal Management, and SMEs on schedule
  • Ensure assigned sections follow all RFP instructions, page limits, and evaluation criteria and use clear, concise, compliant language
  • Apply established style guides, templates, and checklists and prepare sections for color-team reviews, integrating review feedback
  • Use baseline content, templates, content libraries, and AI-enabled drafting/editing tools to produce efficient, high-quality drafts
  • Refine and validate AI-assisted content for accuracy, tone, Medicaid compliance, Medicaid acumen, and evaluability; flag gaps or inconsistencies and propose updates
  • Build knowledge of Medicaid managed care, ACFC solutions, and proposal writing best practices
