About The Position

This role requires a proactive, self-starter with excellent communication and interpersonal skills, capable of working both independently and in a team environment. The specialist must be detail-oriented, organized, and able to multitask, working under moderate supervision to achieve objectives. The primary focus is on proposal pricing, involving the review of RFPs and SOWs to establish pricing structures, identify cost concerns, and assist in developing proposals. This includes creating Work Breakdown Structures, collaborating with estimators on cost estimates and their basis, and ensuring accuracy and adequacy. The specialist will develop cost/price volumes compliant with RFP, FAR, and CAS, review them with leadership, and support negotiating teams through contract acceptance. Responsibilities also include responding to fact-finding and audit questions, assessing cost impacts of changes, updating proposals, supporting process improvements, and assisting with audits and ad hoc requests. The role ensures proposal compliance with solicitation requirements and participation in pricing reviews. Collaboration across multiple business areas is expected to create compelling proposals. Essential functions include handling administrative tasks like final proposal production, reprographics, binding, and finishing, coordinating the book check process, and ensuring timely delivery. The role operates under moderate supervision with limited management oversight on moderately complex projects, setting objectives and potentially guiding entry-level professionals. Problem-solving involves making basic adjustments to systems and processes, drawing from experience, standard procedures, and basic analysis.

Requirements

  • Bachelor’s Degree and a minimum of 4 years of prior related experience OR Graduate Degree and a minimum of 2 years of prior related experience OR in lieu of a degree, minimum of 8 years of prior related experience.
  • 4+ years of experience Microsoft Excel and Word.
  • Ability to obtain a US Security Clearance.

Responsibilities

  • Review Request for Proposals (RFP) and statement of Work (SOW) for specific cost requirements to assist in developing proposals pricing structure and to identify any cost pricing concerns arising from the RFP and /or SOW.
  • Assist the proposal team with creation of the Work Breakdown Structure (WBS) that supports the RFP and internal costing requirements.
  • Work with all estimators on the development of cost estimates and associated basis of those estimates.
  • Review cost estimates and basis of estimates (BOEs) to ensure accuracy and adequacy of the estimates and BOEs.
  • Develop cost/price volume in compliance with the RFP, the Federal Acquisition Regulations (FAR), and Cost Accounting Standards (CAS).
  • Review cost/price with functional leadership and senior leadership.
  • Support negotiating teams from fact-finding activities to final contract acceptance.
  • Prepare and provide responses to fact finding or auditing questions.
  • Assess cost and pricing impacts of changes (i.e., scope, rates, estimates).
  • Update proposals for changes.
  • Assist in process improvements initiatives and integration activities as necessary with focus on ensuring compliance to business systems requirement.
  • Support all internal and external audits.
  • Assist with ad hoc requests and special projects.
  • Ensure proposal compliance with solicitation requirements.
  • Participate in should-cost and pricing reviews with management and customer representatives.
  • Work with multiple business areas and all areas of the organization to create compelling proposals that effectively present solutions to meet the needs of our clients and prospects.
  • Handle all administrative functions including final proposal production, reprographics, binding and finishing of document(s).
  • Coordinate final book check process and ensure proposals are delivered within designated timeline.
  • Set objectives to meet the goals of projects and assignments.
  • Provide guidance and assistance to entry level professionals and/or support level employees.
  • Make basic adjustments to systems and processes to solve problems.
  • Identify, define and address general problems.
