About The Position

BridgePhase is seeking a Proposal Manager to play a key role on our corporate growth and development team supporting strategic Federal Government pursuits across DHS, DoD, and Federal Civilian agencies. This position is responsible for owning and managing the full lifecycle of proposal and response development efforts, including RFIs, RFPs, RFQs, white papers, and capability submissions supporting mission-critical technology and digital transformation programs.

Requirements

  • Minimum of 2 years of proposal management, proposal coordination, or capture support experience within a digital services, software engineering, or technology-focused Government contractor
  • Strong organizational skills with the ability to manage multiple fast-moving efforts simultaneously
  • Comfortable working directly with technical content and performing technical editing
  • Strong understanding of Federal Government acquisition and proposal processes
  • Strong working knowledge of AI/LLM tools and willingness to continuously improve proposal workflows through automation and AI-assisted processes
  • High attention to detail with a strong commitment to proposal quality, compliance, and delivery excellence
  • Strong communication and collaboration skills with the ability to work across executives, engineers, capture personnel, subcontractors, and partners
  • Willingness to work in a collaborative hybrid environment with at least one day per week in our Tysons Corner office.
  • Fully remote candidates will be considered on a case-by-case basis

Responsibilities

  • Own and manage the full lifecycle of proposal and response development efforts including RFIs, RFPs, RFQs, white papers, capability statements, and other strategic submissions
  • Drive the end-to-end proposal process including schedules, review cycles, data calls, compliance tracking, content development, technical editing, partner coordination, and final delivery
  • Coordinate closely with executives, capture leads, technical SMEs, recruiters, and delivery personnel to develop compelling, compliant, and high-quality responses
  • Build, maintain, and improve proposal templates, reusable content libraries, response structures, and proposal operations processes
  • Support and help drive effective usage of AI and Large Language Models (LLMs) to improve proposal quality, consistency, speed, and operational efficiency across the business development lifecycle
  • Assist with technical writing, editing, formatting, and refinement of content related to software engineering, DevSecOps, cloud, cybersecurity, AI/ML, digital transformation, and platform modernization efforts
  • Manage team email distributions and solicitation notifications associated with BridgePhase contract vehicles, GWACs, IDIQs, BPAs, and agency portals
  • Regularly review and monitor incoming opportunities across systems such as eBuy, SAM.gov, GovWin, SeaPort, and other acquisition platforms to support opportunity identification and qualification
  • Assist with pricing coordination activities including labor category mapping, subcontractor coordination, pricing data collection, and proposal pricing reviews
  • Support proposal quality reviews to ensure compliance, consistency, technical accuracy, and strong visual and written presentation standards
