About The Position

Coastal Waste & Recycling is seeking an experienced Proposal Manager (Bids & Contracts) to join our growing team in Boca Raton! Coastal Waste & Recycling is a growing privately owned, locally operated solid waste disposal and recycling company headquartered out of Boca Raton, Florida serving communities across Florida, Georgia, and South Carolina (and more to come)! Requirements

  • 3+ years of experience in bid management, proposal writing, or contract administration
  • Experience responding to RFPs, preferably in municipal or government environments
  • Strong understanding of municipal procurement processes and regulations
  • Excellent written and verbal communication skills
  • Proficient in Microsoft Office, including PowerPoint and Word

Nice To Haves

  • Proficiency in Adobe Acrobat, and proposal or design tools (such as InDesign, Canva, or similar)

Responsibilities

  • Lead the development of high-quality bid proposals in response to RFPs, RFQs, and other municipal solicitations
  • Manage multiple concurrent proposals, ensuring timelines, deliverables, and submission deadlines are met
  • Partner with operations, finance, legal, and leadership to gather, validate, and align proposal content
  • Analyze bid requirements and tailor submissions to meet client specifications and evaluation criteria
  • Ensure all proposals are complete, accurate, and compliant with local, state, and federal regulations
  • Develop proposal narratives, presentations, and supporting materials, including visual content
  • Maintain and continuously improve proposal templates, boilerplate content, and supporting documentation
  • Track bid activity and outcomes, including win/loss data, and provide recommendations to improve success rates
  • Monitor market trends, bid opportunities, and competitor activity to inform proposal strategy
  • Serve as the point of contact for bid-related questions, clarifications, and internal coordination
  • Support presentations, meetings, and follow-ups related to active proposals
