About The Position

We’re looking for a Proposal Engineer who can handle the technical side of complex engineering proposals from start to finish. This role sits at the intersection of engineering, project execution, and business development. You’ll be building the backbone of proposals by defining execution strategies, shaping engineering scope, pulling together estimates, identifying risks, and managing schedules and deliverables. You’ll work closely with Proposal Coordinators, Project Managers, and Engineering Leads, and also be entrusted to run with things on your own. We’re looking for someone who can connect the dots across disciplines, ask the right questions, and turn complexity into a solid, workable plan. Requirements

  • Professional Engineer (P.Eng.) designation required, with experience in Western Canada.
  • 15+ years of experience in engineering consulting environments is mandatory.
  • Strong preference for consulting engineering experience.
  • Demonstrated experience supporting: Engineering estimates, Project execution planning, Multi-disciplinary engineering scopes, Proposal development for EPC or project delivery organizations.
  • Broad engineering background with exposure to multiple disciplines.
  • Strong understanding of engineering deliverables, drawing packages, and execution risk.
  • Ability to translate complex technical scope into concise, compelling proposal content.
  • Comfortable working independently and making sound technical decisions under proposal timelines.
  • Highly independent and self-directed, with a strong ownership mentality.
  • Exceptional ability to analyze scope and identify execution risks early.
  • Clear, structured communicator with both technical and non technical audiences.
  • Strong organizational skills and attention to detail.
  • Collaborative yet decisive; pragmatic and execution focused.

Responsibilities

  • Independently lead the technical development of proposals from opportunity qualification through submission.
  • Read, interpret, and distill complex scopes of work, RFPs, and contractual requirements.
  • Own and prepare the overall technical approach for proposals, including: Project execution strategy, Engineering scope definitions and assumptions, Risks, exclusions, and mitigations, MS Project Level 1, Level 2, Level 3 schedules and critical path considerations, Multi-discipline Engineering deliverables, drawing counts, and discipline interfaces.
  • Deliver the majority of the proposal’s technical content, minimizing downstream engineering rework and handoffs.
  • Develop proposal-level Project Execution Plans, clearly outlining how work will be delivered if awarded.
  • Apply strong engineering judgment to ensure proposed scope, schedules, and resourcing are realistic and executable.
  • Apply creative / value-added engineering concepts and deliverables to proposals.
  • Identify engineering, constructability, and delivery risks early, and articulate mitigation strategies.
  • Support Project Managers by providing a clear, technically sound baseline for project transition post award.
  • Integrate engineering inputs across multiple disciplines, including process, mechanical, pipeline, civil, structural, electrical, electrical high voltage, instrumentation, and controls.
  • Apply experience across a range of industries, such as: Facilities and industrial infrastructure, Pipelines and midstream systems, Utilities and linear infrastructure, Municipal infrastructure, Ports, terminals, and industrial operations.
  • Ensure technical consistency between narrative, estimates, schedules, and deliverables.
  • Act as a consistent technical partner to Project Managers and proposal teams.
  • Build trusted working relationships with internal stakeholders through reliability, clarity, and technical credibility.
  • Approach proposals with a business growth mindset—balancing technical excellence, risk awareness, and execution efficiency.
  • Support continuous improvement of proposal standards, technical templates, and estimating approaches.
  • Participate in proposal debriefs and lessons learned to strengthen future pursuits.
