About The Position

EnduroSat builds small satellites and satellite subsystems for commercial, scientific, and government missions. U.S. government programs are a growing share of the market we serve. This role will own the path to reach U.S. government customers through primes, integrators, and U.S. partners. The position is responsible for understanding what the U.S. government is buying, positioning EnduroSat on the right teams before solicitations drop, and producing the technical content needed for partners to win bids with EnduroSat's hardware. This role is focused on being the easiest, best-documented subsystem partner for U.S. primes, owning U.S. government market intelligence, and authoring content for partner submissions. It is not a prime proposal manager role, as EnduroSat does not submit prime proposals. The role involves earlier visibility, more partners, concurrent pursuits, and managing export-control and teaming complexities for a Bulgarian-headquartered company supplying U.S. defense and civil space programs.

Requirements

  • 3–7 years in U.S. federal proposal management, proposal writing, capture, or government business development, with submissions personally written or managed.
  • Working knowledge of the federal acquisition process: FAR and DFARS structure, RFP anatomy (Sections L and M), evaluation criteria, subcontract flow-downs, and the difference between FAR-based competition, OTAs, BAAs, and SBIR pathways.
  • Excellent technical writing and editing skills.
  • Demonstrated ability to work as a supplier or teammate within someone else's proposal process, adhering to their template and deadline.
  • Proven ability to manage multiple concurrent deadlines under fixed, immovable dates.
  • Hands-on experience with SAM.gov and at least one opportunity intelligence tool (GovWin IQ, HigherGov, Govini, or similar).
  • U.S. Person status under ITAR (22 CFR 120.62).
  • Located in Los Angeles, CA or Denver, CO (or willing to relocate).

  • Experience at a company with foreign ownership or a foreign parent, and familiarity with FOCI mitigation, ITAR, TAA, and export-controlled proposal workflows.
  • SBIR/STTR experience, including where foreign subcontracting or approval questions arise.
  • Established relationships with capture, BD, or supply chain organizations at U.S. space primes and integrators.
  • Active or recently active U.S. security clearance.
  • APMP certification (Foundation or above) or Shipley capture and proposal training.
  • Bachelor's degree; technical or scientific field a plus, but relevant experience substitutes.

Responsibilities

  • Maintain the authoritative internal picture of U.S. government demand relevant to EnduroSat, including programs of record, agency roadmaps, budget movements, solicitation activity, and award announcements.
  • Monitor SAM.gov, agency forecast sites, consortium portals, prime supplier portals, and commercial databases to identify relevant opportunities.
  • Track prime contract awards to identify subsystem opportunities and key contacts.
  • Translate market intelligence into standing briefings for BD, Product, and Engineering leadership.
  • Identify primes and integrators pursuing relevant opportunities and position EnduroSat on their teams before RFP release.
  • Maintain a single source of truth for the U.S. pipeline, tracking opportunities, customers, partners, vehicles, EnduroSat's scope, key dates, and status.
  • Run a documented pursue/decline gate for partner requests to protect engineering capacity.
  • Streamline responses to data calls, RFI inputs, and quote requests.
  • Build and maintain relationships with capture and supply chain leads at target primes.
  • Write and edit EnduroSat's contributions to partner proposals, including technical approach, subsystem descriptions, heritage, past performance, resumes, compliance responses, and graphics.
  • Work within prime proposal processes, templates, page limits, and schedules.
  • Map partner and solicitation requirements to EnduroSat's capabilities and flag gaps between prime claims and substantiable facts.
  • Interview engineers and subject matter experts, including international colleagues, to produce evaluator-ready prose.
  • Assemble technical inputs for quotes and basis of estimate in coordination with Finance and Program Management.
  • Run internal reviews of EnduroSat's proposal contributions.
  • Build and maintain a reusable, current, export-cleared U.S. government content library.
  • Maintain EnduroSat's supplier-side registrations and records (UEI, CAGE, portal profiles, qualifications).
  • Track FAR and DFARS flow-down obligations affecting subcontractor eligibility, such as cybersecurity requirements, supply chain restrictions, and country-of-origin conditions, and escalate them.
  • Work with Legal and Contracts on NDAs, teaming agreements, and subcontract terms.
  • Maintain export-control discipline over proposal content, working with Export Compliance.
  • Understand ITAR, EAR, TAA, license requirements, and FOCI considerations to route questions correctly and avoid problems.
