About The Position

Collins Aerospace, an RTX company, is seeking a highly experienced Proposal and Cost Estimating Lead. This position resides within Engineering and is responsible for leading the development of Engineering cost estimates, maintaining cost history databases, and supporting cost realism analysis for Strategic Communications programs. The Proposal and Cost Estimating Lead collaborates closely with Capture Managers, Program Managers, Engineering leadership, Estimating & Pricing (E&P), Contracts, Supply Chain, and other key partner organizations. This role requires deep knowledge of DoD acquisition processes, Engineering cost estimating compliance requirements, and the ability to coordinate multiple proposal and estimating efforts in a fast-paced, highly matrixed environment.

Requirements

Prior experience with Earned Value Management Systems (EVMS) or equivalent cost/schedule control frameworks
Demonstrated experience developing, reviewing, and delivering Engineering cost estimates for DoD programs
Experience working across highly matrixed organizations including engineering, finance, contracts, supply chain, and pricing
Experience establishing Engineering estimating timelines, tracking progress, and communicating status throughout proposal development
Active and transferable U.S. government issued SECRET security clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience

Strong knowledge of DoD acquisition processes, cost estimating compliance, and government evaluation criteria
Knowledge of systems engineering lifecycles and integration/test processes
Experience collaborating with U.S. Government customers and prime contractors
Prior experience in Engineering, Estimating, Capture Management, Finance, or Project Management
Experience supporting large proposal efforts
Experience managing cost, schedule, and performance including earned value (EVM) or similar tools in deadline-driven environments
Understanding of TINA requirements, cost/price analysis, and proposal audits
Strong proficiency in Microsoft Excel and familiarity with estimating tools

Responsibilities

Lead the development, integration, and delivery of Engineering cost estimates for proposals
Prepare compliant cost estimates and basis of estimates
Maintain, organize, and expand the Engineering cost estimating historical database; ensure high-quality data for future bid reference
Plan and participate in Engineering cost reviews, applying cost realism techniques and ensuring estimates reflect credible, supportable technical execution
Collaborate with Program Managers, Capture Managers, and Engineering leads to ensure estimates align with technical scope, risk, schedule, and affordability expectations
Ensure all Engineering cost inputs meet DoD acquisition, cost estimating, TINA, and compliance requirements
Support cross-functional proposal development, ensuring integration with Estimating & Pricing, Contracts, Supply Chain, and technical teams
Support proposal evaluation notices (ENs), fact-finding activities, technical clarifications, Final Proposal Revisions (FPRs), and customer negotiations related to Engineering content
Provide proposal outline guidance and engineering cost input formats for proposal teams
Establish and maintain Engineering cost estimating timelines; track progress and provide status throughout proposal cycles
Mentor Engineering contributors on estimating best practices, compliance, documentation standards, and role responsibilities
Shape engineering-related proposal requirements and tools through internal partnerships and external stakeholder engagement
