About The Position

The Vermont Department of Taxes, Property Valuation and Review division is seeking a District Advisor to provide support and education to local officials in approximately 40 municipalities. This role ensures municipalities understand and comply with statutory requirements related to their Grand List, including property valuation, Current Use, and reappraisals. The position reports to the Property Valuation Field Director and collaborates with various state and municipal officials. Key responsibilities include training municipal officials on maintaining the statewide grand list for education funding, conducting analyses of municipal assessment practices through the annual Equalization Study, and participating in division and department initiatives such as software testing and legislative reports.

Requirements

  • Experience in real estate appraisal or assessment.
  • Knowledge of local government.
  • Excellent communication skills, including the ability to communicate challenging topics to individuals with varied backgrounds.
  • A desire to continue to learn and grow.
  • Bachelor's degree or higher AND three (3) years or more of experience at or above a technical level in property assessment, property tax administration or real estate appraisal.
  • OR High School diploma or equivalent AND five (5) years or more of experience at or above a technical level in property assessment, property tax administration or real estate appraisal.
  • Employees who have not completed an advanced appraisal course approved by the Property Valuation and Review Division are required to complete it within two years of appointment.
  • Must be prepared to live within his/her assigned district.
  • Must agree to be fingerprinted and pass a background check.

Responsibilities

  • Providing training, education, and support to municipal officials to maintain the statewide grand list for the purpose of education funding.
  • Conducting detailed analyses of municipal assessment practices through the annual Equalization Study.
  • Participating in division and department initiatives, including gathering requirements and testing changes made by developers for software projects, working on legislative initiatives and reports, and more.
