About The Position

Under the direction of the Property Tax Assistant Manager, the Property Tax Systems Coordinator position is responsible for technical work and coordinating several property tax responsibilities including: developing and extracting data using SQL code; coordinating, processing and ensuring compliance for required and requested reports including multiple State required PRISM data submissions; accounting functions, including reconciliation of a variety of types of collections, preparing deposit information, reconciling monthly collections to general ledger, processing settlement reconciliation prior to disbursing funds, submitting claims for refunds due to overpayments and preparing claims for payment of department invoices; tax adjustments and abatements; accepting and reconciling bond certifications; collection of unpaid fees for miscellaneous invoices; special assessment certifications, compliance and processing; and gravel tax certifications including compliance and audits. In addition to the above responsibilities, this position will be providing service to customers and taxpayers with a high level of professionalism, integrity and confidentiality. Responsibilities include assisting other staff with tax calculations and settlement duties such as estimating tax amounts, and proofing calculations and settlements for accuracy; processing land record ownership transfers in the property tax system; and assisting other staff when needed. Requirements

  • Associates Degree in Accounting, Mathematics, or related field and two (2) years of experience in banking, accounting or property tax or High School Diploma and four (4) years of experience in public sector, banking, accounting or property tax
  • MN Department of Revenue Property Tax Administrators Certification as required by MN Statute or the ability to obtain within twelve (12) months
  • Structured Query Language (SQL) or data model training or the ability to obtain within twelve (12) months

Responsibilities

  • Develops SQL code that extracts data from Tax database, troubleshoots data and runs reports for Mn Department of Revenue PRISM reporting requirements for both the Assessors and Property Tax Departments.
  • Coordinates process for extremely time sensitive State required reports including multiple PRISM submissions each year.
  • Coordinates and leads process for required City/Township, School District, County and State reports and forms. Ensures compliance with deadlines.
  • Balances Levy Books to compile information for preparation of Auditor Certificates and End of Year Certificates which reflect bond ratings relating to debt for all local jurisdictions.
  • Assists with other special reports and/or projects as requested.
  • Compiles and inputs extremely detailed, time sensitive, and complex data needed to report information for various documents and reports; produces, generates, analyzes, and assists in ensuring accurate reports are sent per regulatory guidelines to various government agencies.
  • Coordinates accounting functions; reconciling a variety of daily collections; preparing daily deposit information, reconciling monthly collections to general ledger; settlement reconciliation to general ledger before disbursing funds; submitting claims for daily overpayments; preparing claims for department invoices received and tracking payment; and monitoring unpaid miscellaneous invoices sent by the department in Accounts Receivable system, corresponding with delinquent customers, and attempting to collect on the unpaid fees.
  • Responsible for and leads process to analyze, calculate and complete abatements and adjustments to tax bills. Processes adjustments to property tax and special assessment charges; analyzing and recommending approval of applications for abatements or added tax adjustments received from taxpayers; processing adjustments and revised tax statements for approved applications; preparing correspondence for denied applications; processing additional tax charges for deferred tax paybacks; and tracking tax data of all adjustments for analyzing and reporting purposes.
  • Responsible for and leads special assessment certifications; processing data within the tax system; verifying accurate charges; coordinating adjustments to the charges; calculating and invoicing administrative costs.
  • Responsible for and leads bond certifications; responding to certifications timely; tracking bonds; reconciling outstanding bond obligations to certified levies; and researching to resolve discrepancies.
  • Responsible for and leads gravel tax process; identifying and monitoring aggregate extraction sites, operators, haulers, and importers; invoicing and reviewing tax amounts due for compliance; assessing appropriate penalties when required. Performs audits of the records of the importer or operator to ensure all taxes are being remitted.
  • Interacts and communicates with high level internal employees, external vendors, agencies, and local government officials and attends related meetings. Represents the County at these meetings and on committees as assigned.
  • Coordinates special projects as assigned. Coordinating at times assistance and participation from other staff.
  • Assists staff with the settlement and tax calculations; calculating simple and complex tax estimates for customers; and proofing tax calculations and statements for accuracy; proofing settlement and disbursement information for accuracy.
  • Processes land record ownerships; processing the complex ownership changes in the county property tax system; identifying issues with ownership changes; working with Land Record Department staff to resolve issues; and assisting with various communications and planning duties, such as mailings, returned mail processing, NCOA follow-up, daily mail and inter-office mail.
  • Provides technical and detailed information to the public regarding current and delinquent property taxes, technical questions relating to MN State laws, and State programs; responds to customer inquiries related to payments, delinquencies, tax forfeiture, ownership changes and property tax bills; researching a variety of data bases to gather the information; researching and certifying taxes paid/unpaid for current and delinquent tax years; and explaining a variety of federal, state and county regulations relating to tax calculations procedures, deadlines, and requirements.
