About The Position

CAMILLO COMPANIES IS SEEKING AN EXPERIENCED PROPERTY TAX MANAGER TO BUILD AND LEAD THE PROPERTY TAX FUNCTION FOR OUR PORTFOLIO OF OVER 10,000+ PARCELS ACROSS TEXAS AND EXPANDING MARKETS. THIS IS A NEWLY CREATED IN-HOUSE ROLE THAT WILL TAKE OWNERSHIP OF ALL ASPECTS OF PROPERTY TAX COMPLIANCE, PROTEST STRATEGY, AND VALUE MANAGEMENT ACROSS A DIVERSE MIX OF FINISHED SINGLE-FAMILY AND BUILD-TO-RENT HOMES, LOTS UNDER ACTIVE DEVELOPMENT, AND RAW LAND. THE PROPERTY TAX MANAGER WILL ALSO MANAGE THE STRUCTURED TRANSITION OF WORK CURRENTLY PERFORMED BY OUTSIDE CONSULTANTS, BRINGING KEY FUNCTIONS IN-HOUSE OVER TIME. THIS ROLE SITS WITHIN THE COMPANY’S FINANCE FUNCTION AND WORKS CROSS-FUNCTIONALLY CAMILLO COMPANIES’ LEGAL DEPARTMENT AS WELL AS ACROSS MULTIPLE FUNCTIONS IN ACADEMY DEVELOPMENT, LEGEND HOMES AND SIMPLY HOME.

  • Strong working knowledge of the Texas Property Tax Code, appraisal methodology, and the protest/appeal process, including ARBs and SOAH proceedings.
  • Hands-on experience managing property tax protests and ARB hearings in Texas.
  • Familiarity with residential, land, and homebuilder portfolio asset types, including finished homes, lots in active development, and raw/pre-development land.
  • Experience managing and effectively transitioning away from full reliance on third-party property tax consultants.
  • Comfort with large data sets and parcel-level tracking; proficiency in Microsoft Excel required; experience with property tax software (e.g., PTMS, TotalTax, or similar) preferred.
  • Ability to remain flexible and efficient in a fast-paced environment.

Nice To Haves

  • Experience working on valuation issues across multiple Texas county appraisal districts particularly Harris, Montgomery and Fort Bend counties is a plus.
  • CMI (Certified Member of the Institute) designation or IAAO coursework a plus.
  • Texas RPA (Registered Professional Appraiser) license or familiarity with the TDLR licensing framework a plus.

Responsibilities

  • Manage all property tax compliance across 10,000+ parcels — including finished SFR/BTR homes, land under development, and raw/undeveloped parcels in Texas and expanding out-of-state jurisdictions.
  • Oversee annual renditions, payment deadlines, and filing requirements across multiple Texas counties and other jurisdictions.
  • Maintain accurate parcel-level records; coordinate with accounting to ensure tax liabilities are properly accrued and paid.
  • Monitor appraisal notices and assessment changes across the portfolio; flag material variances for leadership.
  • Lead the informal and formal protest process for assessed values across all asset types; prepare evidence packages and represent the company before appraisal review boards (ARBs).
  • Evaluate and triage the protest calendar annually to prioritize highest-impact accounts.
  • Manage binding arbitration and State Office of Administrative Hearings (SOAH) proceedings where warranted.
  • Track and analyze market data, comparable sales, and income approach inputs to support value reduction arguments.
  • Proactively monitor actions across jurisdictions where assets are located to identify and address potential issues.
  • Manage existing third-party property tax consultants through a structured transition; gradually bring key functions in-house as internal capabilities are established.
  • Define the scope of ongoing consultant relationships versus in-house responsibilities; ensure continuity during transition.
  • Evaluate and onboard specialized software or data tools needed for portfolio-scale tax management.
  • Develop and maintain a portfolio-wide property tax forecast and budget; report on tax liability trends, protest outcomes, and savings achieved.
  • Advise leadership on tax planning considerations related to acquisitions, lot releases, and disposition events.
  • Identify structural opportunities to reduce effective tax rates across the portfolio through exemptions, valuation strategies, and timing.
  • Build scalable processes and workflows to support continued portfolio growth.
