About The Position

Under general supervision, this position is responsible for the management of the personnel and programs of the highly technical taxation area. Plans, directs, coordinates, and evaluates the delivery of services provided by the taxation area and is responsible for compliance with state statutes as well as County policies. This position is responsible for the calculation and accuracy of taxes for personal and real property in Olmsted County. Develops standards, controls, and policies necessary to administer and finance a variety of federal, state, local and internal programs. Taxation programs include, but are not limited to: Tax Increment Financing, Truth in Taxation, Property Tax Calculation, Legislative Implementation, Research Functions, Budget and Computer Application and Software. Requirements

  • Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Accounting or a directly related field and two (2) years of related experience in a similar position as listed in the work functions.
  • OR A combination of education and experience substantially equivalent to six (6) years of progressive experience in taxation, accounting, auditing, or related field in a similar position as listed in the work functions.
  • Regular and reliable attendance is a necessary component of job/position.
  • Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.
  • Must successfully complete MN Department of Revenue Tax Calculation Certification within six (6) months of employment.
  • Knowledge of County policies, procedures, and labor contracts.
  • Knowledge of the principles and techniques of property assessment and taxation.
  • Knowledge of Property Tax Accounting.
  • Knowledge of all MN Dept. of Revenue tax calculation, collection and settlement specifications and regulations.
  • Knowledge of taxation software and hardware and other related applications.
  • Knowledge of fiscal policies and budgetary procedures.
  • Skill in providing excellent customer service, delivering quality public service and service experiences to customers; assists in developing and maintaining effective and efficient customer service practices and a respectful workplace.
  • Ability to work effectively with State, County and other local government officials and the public.
  • Ability to effectively plan, assign, train, organize and direct personnel to create and maintain high quality service.
  • Ability to possess and maintain professionalism in areas of conflict.
  • Ability to write reports using report-writing software accessing data in the property tax system.
  • Ability to organize and manage time while maintaining a strong attention to detail.
  • Ability to audit and reconcile financial transactions and statements.

Responsibilities

  • Leads individuals and teams, builds and maintains engagement, and nurtures a culture of growth to promote a work environment where every employee can reach their full potential.
  • Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback.
  • Manages employee performance, documentation, and disciplinary actions.
  • Manages the property tax process from levies through calculations, settlement and distribution, and coordinates procedures with other Counties and the MN Department of Revenue.
  • Manages the highly complex calculation, collection and distribution of real estate, personal property and mobile home taxes.
  • Plans, coordinates, and performs the overall maintenance of the taxation systems and all applications that integrate with it.
  • Prepares and issues complex reports concerning legislation and implication, as well as annual valuation and taxation data, to elected officials, senior county officials, public, State of Minnesota, and taxing jurisdictions.
  • Monitors and analyzes new laws, analyzes, and proposes policies and directives to resolve new and changing requirements as they relate to and impact the taxation functions and computer data software applications.
  • Collaborates with department and division members and leaders to implement continuous improvement processes; works through conflict with change and builds acceptance and consensus in the department.
  • Assists with the development of the department mid, short- and long-term goals that will improve the quality of services and products, are reflective of the initiatives of the department, division, and County, and are achievable with measurable outcomes and standards.
  • Collaborates and attends meetings with the MN Dept. of Revenue regarding tax laws.
  • Represents the County at meetings with other local units of government, state agencies, and metro, regional, and statewide association, and cooperatives, as well as other communities and meetings that pertain to property tax and valuation legislation, issues, and trainings.
  • Performs other duties as assigned.
