About The Position

Manages activities and staff in the collection of property taxes and related functions. Supervises and assists with the collection of taxes. Coordinates workloads, scheduling, implementing recommendations, and analyzing overall effectiveness of the department. Oversees and implements training programs to assure adequate compliance for State laws, rules and regulations.

Requirements

Bachelor’s Degree in related fields
Four years’ related experience, with at least two years’ experience in a supervisory capacity.
Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
Knowledge of Microsoft Office, especially Word and Excel
Ability to learn Microsoft SQL Server
Knowledge of supervisory and training techniques and methods.
Thorough knowledge of County and State laws and regulations governing property taxes or motor vehicle titling.
Knowledge of accounting principles and concepts.
Ability to use spreadsheet software to analyze and track data.
Ability to comprehend and apply tax rules, regulations and collection procedures.
Ability to make mathematical computations and tabulations with speed and accuracy.
Ability to plan, assign, and direct the work of others.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with employees and the public.
Ability to attend off-site overnight training seminars
Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer.
Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change.
Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.
Essential functions frequently require the ability to move about inside the office; and move/transport items up to 25lbs.
Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs.
Incumbents in this position are occasionally required to be on-call and work irregular hours.
Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.
Essential functions continuously require the ability to either work with others or work alone.

Responsibilities

Assists Deputy Tax Commissioner | Property Tax processing the annual County Digest, which includes balancing digest between data from the Board of Assessors and Tax Commissioner’s Office, completing spreadsheets for millage rate certifications and Digest Summaries.
Generate and verify consolidation sheets.
Communicates with County Finance Department, Board of Education, Board of Assessors, and county municipalities.
Monitor the Property Tax supervisor in the development of Mobile Home Digest.
Proficiently operate the property tax payment software.
Handle conversion to any new property tax software and work with vendor to train entire staff.
Manages, monitors and participates in the processing of a variety of transactions involving purchase orders, payments vouchers and other related materials or functions.
Knowledge of property types and classes, strata, millage rates, and exemptions.
Participates in the development and implementation of property tax statements.
Manages activities and staff engages in collection of property taxes.
Serves as sworn Ex-Officio Sheriff for purpose of collecting property tax.
Provides delinquent property lists to file liens and possibly levy on these properties should they remain unpaid.
Generate lists for tax sales, files liens, and communicates with newspaper for tax sale advertisement.
Creates power points for delinquent tax sales.
Oversees, maintains and analyzes various records and statistics for forecasting and planning purposes.
Oversees the processing of Assessor Correction Orders.
Monitors Property Tax Supervisor ensuring the appropriate answering of property tax emails.
Monitors the Property Tax Supervisor on the composition and execution of situation specific letters to taxpayers and mortgage companies. Law offices, etc.
Respond and comply with Open Record Requests in conjunction with Administrative Services Manager
Assists Deputy Tax Commissioner | Property Tax with updates and queries in the Hall County Tax Commissioner database.
Communicates with Finance, Engineering, GIS and Planning to maintain special fees database
Directs scheduling of Delinquent Tax Levy Agents and Property Tax Supervisor to minimize overtime by using flexible scheduling within the day based on observed peek hours of operation or seasonal increases.
Coordinates and conducts staff meetings to update and inform employees of cross-training efforts and new policies and procedures.
Implement new hire property tax training and off-site DOR training for Delinquent Tax Levy Agents and Property Tax Supervisors.
Supervises Delinquent Tax Levy Agents and Property Tax Supervisor to include coordination of work, scheduling, recommending reassignment of duties, and providing input for performance evaluation.
Serves as lead authority within division to include resolving errors or problems, handling difficult customers, advising Delinquent Tax Levy Agents and Property Tax Supervisor on policies or procedures for unusual situations, and advising on current property tax regulations.
Develops and implements training to assure all tax commissioner employees are informed of correct procedures and or changes in laws, rules, and regulations governing collection of property taxes.
Resolves staff scheduling conflicts with assistance from the Deputy Tax Commissioner | Property Tax as needed.
Assists Deputy Tax Commissioner | Property Tax in the analysis of the overall effectiveness of the Property Tax Division, including but not limited to customer satisfaction response, office efficiency, and cross-training effectiveness.
Manages satellite office and general duties including staffing, training and adhering to Tax Commissioner Operational Agent Consistency policies and procedure manual.
Serves as project manager for software implementation. Specifically, the lead on implementation and training of State or Tax Commissioner Office tax or tag computer software.
Liaison between Hall County: MIS, Finance, Administration, Tax Assessors Office and Tax Commissioner Office’s property, motor vehicle and accounting divisions.
Tasked to ensure software implementation is executed according to plan in order to achieve business requirements, objectives and project deadlines.
Communicates with TC deputies, managers and power users for input on specific items to hold software vendor accountable to project timelines.
Run analytics and data regression on existing property tax software to ensure data reliability and content to merge into new software.
Analyzes and makes recommendations on ergonomic and safety issues concerning employees under direct supervision.
Performs related duties as required.
