About The Position

The Property Supervisor oversees the day-to-day operations, financial performance, and regulatory compliance of an assigned portfolio of affordable and permanent supportive housing properties in San Francisco. This is a working supervisory role: you will manage and develop site-based Property Managers and their teams, hold the portfolio accountable to occupancy and revenue targets, ensure compliance across multiple funding sources, and partner closely with Resident Services, Maintenance, Asset Management, and Accounting. We are looking for someone who is equally comfortable reviewing a budget variance report, coaching a first-year Property Manager through a difficult tenancy, and walking a building ahead of an inspection.

Requirements

5+ years of progressive property management experience, including affordable housing
2+ years supervising staff, ideally multi-site
Working knowledge of LIHTC and/or HUD project-based subsidy programs and recertification requirements
Strong financial literacy: budgets, variance analysis, and rent roll management
Proficiency with property management software (Yardi, RealPage, MRI, or Boston Post) and Microsoft Office
Excellent written and verbal communication; ability to de-escalate and problem-solve under pressure
Valid California driver's license and ability to travel between San Francisco sites
Ability to work respectfully and effectively with residents from diverse backgrounds, including individuals with histories of homelessness, mental health conditions, and substance use

Nice To Haves

Experience in permanent supportive housing and familiarity with Housing First and harm-reduction practice
Knowledge of the San Francisco Rent Ordinance, MOHCD, SFHA, LOSP, and local compliance requirements
Certifications such as CPM, ARM, COS, TCS, HCCP, or SHCM
Bachelor's degree in business, public administration, social work, or a related field, or equivalent experience
Bilingual in Spanish, Cantonese, Mandarin, Russian, Vietnamese, or Tagalog

Responsibilities

Supervise daily operations across an assigned portfolio, conducting regular site visits and property inspections to ensure buildings are safe, clean, well-maintained, and fully leased
Drive occupancy performance: monitor vacancy and unit turnover timelines, waitlist management, referrals through Coordinated Entry, and lease-up activity
Oversee rent collection, delinquency tracking, payment plans, and the notice process; ensure all actions are documented and legally compliant
Partner with Maintenance on unit turns, work order response times, preventive maintenance schedules, and capital improvement projects
Serve as escalation point for complex tenancy issues, resident grievances, habitability complaints, and emergency response
Ensure portfolio compliance with LIHTC (Section 42), HUD project-based programs, HOPWA, Continuum of Care, LOSP, and other applicable funding requirements
Oversee income certifications, annual recertifications, and file quality; review files prior to submission and audit
Prepare properties for and lead response to TCAC, MOHCD, HUD MOR, NSPIRE/REAC, and investor/lender inspections and audits, including corrective action plans
Ensure adherence to the San Francisco Rent Ordinance, Fair Housing law, VAWA protections, and reasonable accommodation/modification procedures
Maintain accurate records in [Yardi Voyager / RealPage / MRI / Boston Post] and ensure timely, accurate reporting
Assist in the preparation of annual property budgets and monitor performance against them
Review monthly financial statements, explain variances, approve invoices, and manage expenses within budget
Monitor rent rolls, subsidy billing, and receivables; identify revenue risks early and act on them
Hire, train, supervise, and develop Property Managers, Assistant Managers, and administrative and desk staff
Set clear performance expectations, conduct regular check-ins and annual reviews, and address performance issues in coordination with HR
Build a collaborative, trauma-informed team culture and ensure staff are supported in a demanding service environment
Provide coverage and hands-on support at sites during vacancies, transitions, and crises
Work closely with Resident Services and clinical/case management partners to support tenancy preservation and reduce evictions
Coordinate with Asset Management, Accounting, Compliance, Human Resources, and Facilities
Represent the organization with funders, city agencies, community partners, neighbors, and residents
