About The Position

You are responsible for investigating property standards and zoning requests and complaints from the public, other City departments and elected officials and taking remedial action as required to ensure compliance with applicable by-laws and legislations. You organize all required contracted property standards work for assigned calls and ensure it is completed according to procedures and By-Laws. You also present as an Officer in court proceedings to support transparent, efficient, and fair processes.

Requirements

  • Completion of 2 year community college diploma in Police Foundations, Public Safety or related field.
  • Minimum of 5 years of experience in municipal inspections and/or enforcement.
  • Completion of Certified Property Standards Officer (CPSO) Designation with Ontario Association of Property Standards Officers (OAPSO) within the timeframe determined by the employer.
  • Valid Ontario unrestricted G class driver’s licence (or provincial equivalent) with no more than 6 demerit points accumulated.
  • Knowledge of the Property Standards, Zoning, Property Maintenance and other related by-laws and legislation, and the Ontario Building Code, Provincial Offences Act, Planning Act and some CMHC funding programs.
  • Knowledge of the Municipal Act, City of Ottawa By-Laws, Regulations and Procurement By-Law.
  • Knowledge of contract administration including a thorough knowledge and proficiency in specification writing and the preparation of construction cost estimates.
  • Knowledge of MFIPPA and access to information legislation and policies to ensure confidentiality and protection of sensitive information.
  • Familiarity with Provincial offenses courts.
  • Knowledge of the geography of the city and roadways.
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.
  • Demonstrated ability to interpret various types of plans, drawings, by-laws and regulations.
  • Demonstrated ability to recognize and assess deficiencies, potential unsafe conditions and violations in existing building and properties.
  • Demonstrated ability to evaluate contractor’s work for compliance with contract documents.
  • Demonstrated ability to investigate matters related to tenants and their property owners, ensuring the responsibilities of each are fulfilled as required by legislation regulations and by-laws.
  • Demonstrated ability to operate all computer-related programs and systems specific to the work function.
  • Demonstrated ability to exercise judgement, diplomacy, assertiveness and decisiveness in the discharging of employment duties, and to deal with politically sensitive issues.
  • Demonstrated strong interpersonal skills to deal effectively, both verbally and in writing, with internal and external work related contacts.
  • Ability to work under stressful conditions and interact with people in difficult situations who are distressed, aggressive, hostile, under the influence of alcohol/drugs or be present inside or near hazardous conditions detrimental to their own personal health and/or safety.
  • Ability to deal with tense and stressful situations effectively.
  • Reliable, responsible, able to work independently and prioritize assignments and work load.
  • High degree of tact, diplomacy and assertiveness.
  • Completion of a Vulnerable Sector Check (Level 3) with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.
