About The Position

The Property Specialist II supports NASA efforts and will report to the Property Manager. This position is 100% on-site. The candidate will use experience and judgement to plan, account for, control, care for, maintain and manage both Government furnished, and Contractor acquired government property in accordance with the Federal Acquisition Regulations, FAR 52.245-1 and the NASA FAR Supplement 1852.245-71. NSC property includes but is not limited to: exhibits, space hardware, artifacts, artwork, models, electronics, shop tools, machinery, furniture, and materials. The successful candidate may also be asked occasionally to deploy those items at community events and conduct outreach, educating the public about NASA’s mission. The candidate will assist with warehouse activities which may include locating inventory, assembly and disassembly of visual effects and artifacts, following procedures to properly document inventory in and out of the facility. Must be able to work in an active warehouse around machinery and chemicals/paints.

Requirements

  • Bachelor's degree in appropriate area of specialization from an accredited college or university
  • Five (5) years of relevant experience
  • Proficient in oral and written communications.
  • Working knowledge of Microsoft Excel
  • Advanced problem solving
  • Ability to work independently and on a team
  • Understanding and applying FAR 52.245-1 and NFS 1852.245-71 requirements
  • Knowledge of auditing techniques
  • Knowledge of best practices for care, management, storage and transport of heritage artifacts
  • Ability to understand verbal and written directions for care of physical displays

Nice To Haves

  • Preferred NPMA Property certification, such as CPPS, CPPA, or CPPM
  • Preferred knowledge of industry leading standards, such as ASTM E53
  • Experience with the Adobe Suite and operation of large shop tools is desired, but not required.
  • Experience in setup/tear down, assembly and construction of exhibits is desired but not required

Responsibilities

  • Responsible for performing property self-assessments and ensuring the Property Management System remains in an approved status
  • Responsible for operations related to Government Property administration covering the FAR property outcomes
  • Responsible for daily shipping and receiving and associated paperwork
  • Responsible for care, control, storage, maintenance of artifacts
  • Responsible for maintenance planning, repair and damage mitigation plans for collection.
  • Responsible for documentation and tracking of property out on loan
  • Develop metrics related to internal control goals and objectives for program/project/event audited
  • Implement program control documents to ensure Property Custodians and end users have the property knowledge needed to operate government property
  • Responsible for all aspects related to Property Survey Reports, ensuring sufficient information is provided to support a clear understanding of the circumstances surrounding the loss, damage, or destruction of Government property, developing, implementing, and monitoring corrective actions
  • Develop, maintain, and implement property procedures covering the property outcomes.
  • Responsible for ensuring adherence to applicable regulations, policies, and procedures
  • Responsible for generating routine and/or ad-hoc reports for management and customers
  • Will directly interface with management, customers and the public
  • This is an on site position with outreach tasks at public or community events.
  • Movement of items on/off shelves, set up and tear down of items at events will be required
  • Some travel may be required.
