About The Position

VOALA provides a variety of social services to Los Angeles area communities such as Head Start programs, Upward Bound college prep programs, veterans services, homeless shelters, low-income housing program as well as drug and alcohol rehabilitation. Under the supervision of the Property Services Senior Manager, the Property Services Tax and Compliance Specialist assists the organization Asset Management efforts by creating, recording and maintaining all record for leasing, tax and exemption reporting and compliance for all facilities, as well as internal audit of rental assistance efforts. Communicates with program personnel and vendors to reconcile problem invoices.

Requirements

  • Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
  • High school diploma (or GED/High School Equivalence Certificate)
  • 5 years of tax or regulatory experience OR Bachelor Degree in Finance/Accounting or related field and 2 years of related experience

Responsibilities

  • Monitor and respond to funder, governmental, and regulatory agencies regarding tax and compliance issues, including payroll, property and non-property related issues.
  • Oversee the Welfare Exemption program for properties used exclusively for charitable, hospital, religious, or scientific purposes, and owned or held in trust by qualifying nonprofit organizations.
  • Review and process exemption applications, verify ownership, use, and income requirements by clients, and determine eligibility for state and county exemptions
  • Coordinate between VOALA Legal, Accounting, and property staff regarding monthly rent payment and various property issues.
  • Ensures all municipal, county, state and federal tax payments are processed.
  • Prepare and file required forms with the State Board of Equalization (BOE) and county assessors; maintain Organizational Clearance Certificates and supplemental clearance documents
  • Conduct field inspections to confirm property use compliance; audit exemption records and resolve discrepancies with the Los Angeles Assessor office or Orange County Assessor office
  • Maintain accurate, up-to-date files for all exempt properties, including current use, value, and status
  • Represent the agency in exemption hearings before the BOE or county assessor board
  • Monitor changes in state and local laws, and advise management on impacts to exemption programs
  • Coordinate property service requests; oversee invoice processing and backup documentation
  • Prepares all needed documents relating to maintenance and construction projects; handles property and maintenance matters as required in the absence of the Property Services Specialist
  • Assist with maintaining all leases and other Asset Management department files
  • Assists Property Services Specialist with communications, organization and other related as assigned.
  • Other duties as required to meet department mission, as Directed by Accounts Payable Manager
