About The Position

The King County Housing Authority (KCHA) is seeking a Property Manager for its Riverton Terrace portfolio in Tukwila, Washington. This role involves the comprehensive management of five properties, ensuring efficient, compliant, and cost-effective operations while delivering high-quality housing and services to residents. Key responsibilities include managing leasing, maintaining regulatory compliance, overseeing financial performance, supervising staff, coordinating maintenance, and serving as the primary point of contact for residents. KCHA is a nationally recognized leader in affordable housing.

Requirements

  • Associates/Technical degree AND Considerable (3+ to 5 years) experience in property management, asset management, or affordable housing programs OR An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
  • Ability to supervise staff including coaching, mentoring, and providing strong leadership in a dynamic work environment.
  • Ability to work independently and as a team member to develop effective working relationships; works cooperatively, exchanges ideas, and addresses issues in a constructive, collaborative manner.
  • Demonstrated ability to prepare and maintain records (manual and electronic) and reports with a high level of accuracy and attention to detail.

Responsibilities

  • Overseeing the full management of an assigned property portfolio.
  • Ensuring efficient, compliant, and cost-effective property operations.
  • Delivering high-quality housing and services to residents.
  • Managing leasing activities, including applications, move-ins/move-outs, and recertifications.
  • Maintaining compliance with applicable regulations and policies.
  • Overseeing property financial performance, including budgeting, rent administration, and expenditure tracking.
  • Ensuring accurate reporting and recordkeeping.
  • Supervising staff and coordinating maintenance operations, vendor services, inspections, and capital improvement activities.
  • Serving as a primary point of contact for residents, addressing inquiries, resolving complex issues, and fostering positive community relationships.
  • Responding to inquiries and explaining housing options to potential residents and current tenants.
  • Addressing resident complaints and concerns.
  • Facilitating resident meetings.
  • Processing applications and move-in and move-out paperwork.
  • Showing units, completing inspections, and conducting leasing signings.
  • Screening applicants by checking credit histories, landlord references, and criminal background checks.
  • Conducting annual and interim recertifications to ensure compliance.
  • Maintaining tenancy, leasing, rent collections, rules and regulations.
  • Serving notices, tracking vacancies and upgrades.
  • Revising leasing and real estate documents as needed.
  • Maintaining property records.
  • Preparing and mailing resident correspondence.
  • Performing tenant accounting and submitting check requests for payments.
  • Coding all incoming invoices.
  • Assisting with budget preparation and adjustments.
  • Coding expenditures.
  • Preparing monthly variance reports and security deposit refunds.
  • Adjusting tenant accounts and rent changes.
  • Negotiating and preparing rent payment agreements.
  • Preparing, posting, and mailing late rent legal notices when violations occur.
  • Recruiting and selecting staff.
  • Assigning, directing, training, and inspecting the work of staff.
  • Rewarding, disciplining, coaching, counseling, and evaluating staff performance.
  • Creating staff schedules.
  • Recommending transfers, promotions, suspensions, terminations, and demotions.
  • Developing yearly operating budgets and property financial performance.
  • Reviewing and approving payment for goods and services.
  • Overseeing purchase orders.
  • Scheduling testing and inspection of various systems.
  • Conducting building, property, and unit inspections.
  • Procuring goods and services for properties.
  • Addressing potential hazards.
  • Obtaining contracts for routine building maintenance.
  • Making recommendations for capital improvement projects.
  • Scheduling special projects.
  • Providing recommendations for capital improvement projects.
  • Working with representatives from other departments on both resident issues and capital construction projects.
  • Preparing a variety of reports pertaining to property management.
  • Attending departmental meetings.
  • Attending manufactured housing training, professional housing seminars and workshops.
  • Developing and strengthening knowledge to keep up with current new regulations and legal guidelines.
  • Traveling between property sites.
  • Performing other duties as assigned.
