About The Position

Phipps Houses is seeking a bright, energetic Property Manager to lead the day-to-day management of its affordable housing portfolio in the Bronx. This portfolio consists of LIHTC and HUD properties, totaling 1400 units across 10 properties. The organization is the largest developer and manager of affordable housing in New York City, known for staff longevity, a strong salary and benefits program, and a team-oriented culture.

Requirements

  • Associates Degree (60 or more college credits) required; Bachelor’s degree preferred.
  • Must use Yardi Voyager, Excel, and Word software effectively.
  • Knowledgeable of city and federal agencies (HPD, DOB, ECB, HDC, HUD), certifications, and violations.
  • 3 or more years managing affordable residential rental properties.
  • 3 or more years of supervisory experience.
  • Working knowledge of applicable NYS Rent Stabilization regulations, NYC Landlord Tenant Laws, Fair Housing mandates, and other legal issues affecting property management.
  • Excellent interpersonal and communication skills for daily interaction with tenants.
  • Excellent writing and communication skills.

Responsibilities

  • Provide effective, professional customer service.
  • Effectively manage staff to ensure deadlines are met and protocols align with company policies.
  • Manage assigned portfolio with expertise and efficiency to achieve financial and operational objectives, including reviewing purchase orders for accuracy and need, increasing and maintaining overall quality of life, maintaining tenant/landlord relations, and effectively addressing issues.
  • Collaborate with the Facilities Director, building superintendents, and maintenance staff.
  • Review Tenant Ledger and subsidy registers monthly to address issues.
  • Collaborate with the legal department.
  • Monitor and enforce lease violations in conjunction with lease requirements.
  • Ensure annual unit inspections are performed.
  • Collaborate with the Facilities Director on the certification and removal of building violations from various NYC agencies.
  • Respond to various agencies regarding inspections, annual compliance audits, and collaborate with the Facilities Director for building inspections.
  • Ensure annual certifications are completed.
  • Correspond with and communicate with various city agencies in a timely and efficient manner.
  • Utilize knowledge of HUD EIV reports.
