About The Position

Under the general supervision of the Community Director, this role performs and oversees a variety of supervisory and technical tasks related to all aspects of Muckleshoot Housing. Key functional areas include building maintenance, lease enforcement, building coverage management, crime prevention, and community activities. The position ensures staff and resident compliance with housing rules, community regulations, lease provisions, and customer service goals, while also enforcing personnel rules and recommending hiring and evaluations for assigned personnel. The role may also conduct or oversee training for assigned staff on procedures and system requirements.

Requirements

  • Bachelor's degree in Property Management, Construction Management, or related fields, or an additional eight years of relevant work experience in lieu of the degree.
  • Assist in the day-to-day operations of an assigned community housing for low- and moderate-income families, elderly, and disabled persons, and other eligible families.
  • Assist in the management of communities including rent collection, leasing, lease compliance issues and disputes, and complaint resolution, and related activities.
  • Supervise, and evaluate the performance of assigned staff.
  • Communicate effectively both verbally, and in writing.
  • Operate a computer and available software (MLS, Microsoft Office to include Intermediate level of Word and Excel) and assigned office equipment.
  • Plan and organize work. Meet schedules and timelines.
  • Work independently with little direction.
  • Prepare and maintain records and reports.
  • Establish priorities and follow up on maintenance requirements based on staying in compliance with code requirements, or to prevent preventable risks to health or property.
  • Knowledge of landlord/tenant laws, federal Housing Quality Standards, and Indian Housing regulations.
  • Ability to maintain high level of confidentiality.
  • Knowledge of and sensitivity to Native American culture.
  • Valid Washington driver's license, and fully insurable driving record.
  • Must obtain a Housing Manager and Occupancy Specialist certification, or equivalent within one year of hire.

Responsibilities

  • Supervise and evaluate the performance of assigned staff, interview and recommend selection of employees, and recommend personnel actions in accordance with established policies and procedures.
  • Plan, coordinate, and arrange for appropriate training of assigned staff, potentially conducting or coordinating training to ensure performance goals and requirements are met.
  • Prepare and maintain a variety of reports, records, and files related to personnel.
  • Develop and maintain internal relationships with tribal programs and other service providers in the community.
  • Assist the Community Director with the development and administration of operational plans in assigned areas of responsibility.
  • Conduct or oversee inspections of community facilities, grounds, residential units, and vehicles, reporting outcomes and taking remedial actions or initiating work orders to preserve established standards.
  • Ensure staff and resident compliance with MHA policies and work with maintenance staff to identify, prioritize, and evaluate repairs and/or improvements at assigned properties.
  • Support the Community Director in areas such as occupancy activities, conflict resolution, responding to complaints, investigations, preparing written reports and documentation, and maintaining records.
  • Assist in evaluating, prioritizing, and ensuring program objectives are met, including reviewing occupancy reports and open work order reports.
  • Manage resident transfer requests and accommodation requests to ensure compliance with established policies.
  • Manage the overall eviction process.
  • Establish and maintain effective working relationships among a widely diverse group of residents, staff, agencies, and the community at-large.
  • Manage lease enforcement actions as established by the Muckleshoot Housing Authority and HUD to mitigate criminal activity, fraud, and deterioration/destruction of leased premises.
  • Receive reports of violations, determine, and implement appropriate action, referring residents to appropriate service providers and submitting reports as designated by the Community Director.
  • Document and provide pertinent case materials in MHA legal matters to support legal counsel on court proceedings, physical evictions, and grievances.
  • Participate in the development and implementation of goals, work plans, performance measures, and continuous improvement of service delivery to assist in attaining unit/program/department initiatives and goals, agency core strategies, and the MHA mission.
  • Ensure that all safety and health rules, standards, and procedures are observed.
  • Conduct monthly self-inspections of community areas, work areas, and practices to eliminate potentially hazardous conditions.
  • Arrange for, conduct, and ensure that accident investigations of all accidents are formally reported on, or within the next workday of when the accident occurred.
  • Monitor and enforce the Authority's Safety and Health Program.
  • Assist Community Director with Disaster preparedness plan at assigned properties.
