About The Position

The Property Manager reports directly to the Regional Manager and is responsible for the entire on-site operation of the complex. This role requires regular scheduled work hours and the ability to physically inspect the property, including walking all around the property and up stairs. The Property Manager must maintain a valid driver's license and ensure compliance with company policies in all financial and clerical procedures. Accurate and timely maintenance of the computerized property management system is crucial, along with maintaining resident files in compliance with HUD standards, LIHTC, and/or other Government-sponsored programs if applicable. The role involves managing budgets, processing invoices, supervising on-site personnel, and ensuring positive management-resident relations.

Requirements

  • Must have the physical capability to walk all around the property, including stairs.

Responsibilities

  • Observe the condition of the apartment complex including buildings, grounds, tenant units, and all other facilities, and arrange for appropriate maintenance, repair, and improvement.
  • Establish work schedules, set standards, and assign individuals to perform scheduled work.
  • Follow company policy in all financial and clerical procedures and ensure compliance of all office personnel.
  • Maintain accurate and timely records in the computerized property management system.
  • Ensure resident files comply with HUD standards, LIHTC, and/or other Government-sponsored programs, if applicable.
  • Follow and maintain an accurate Budget Control System and Purchase Order system.
  • Ensure the computerized property management system is kept according to HUD (where applicable) and company policy, including all necessary documents.
  • Ensure that all daily, weekly, and monthly reports are accurate and transmitted on time to the proper people.
  • Process all invoices for payment promptly, with correct coding.
  • Assign specific financial and clerical duties to office personnel and monitor individual performance.
  • Work with employees to improve their performance.
  • Determine employee strengths and weaknesses and aid in building their strengths.
  • Conduct training sessions as needed.
  • Operate the project within budget and spending limit guidelines.
  • Supervise all project employees, including hiring and firing.
  • Keep the Regional Manager informed of the progress of any major projects.
  • Supervise all on-site personnel on management-resident relations and develop a genuine concern for resident welfare.
  • Inspect and approve all contract work performed on the property.
  • Prepare for government program and/or lender sponsored physical inspections such as MORs and REACs, if applicable.
  • Maintain the confidentiality of all personnel and resident files.
  • Transmit payroll timesheets (via ADP) each week.
