About The Position

The Roving Property Manager provides operational support across affordable housing communities within Archway Communities. This role serves as coverage for staff leave, paid time off, vacancies, training, special projects, and other organizational needs. The Roving Property Manager ensures high-quality services for residents and effective physical, financial, and regulatory management while maintaining responsibility for occupancy, compliance, resident relations, and operational performance at assigned communities.

  • Strong knowledge of Fair Housing, LIHTC, HUD, and state/local housing regulations.
  • Demonstrated ability to lead teams, manage conflict, and drive performance.
  • Strong organizational, communication, and problem-solving skills.
  • Proficiency with property management software and Microsoft Office Suite.

Responsibilities

  • Leads day-to-day operations to ensure the assigned properties remain safe, well-maintained, and fully occupied.
  • Maintain targeted occupancy levels with a goal of 98% occupancy.
  • Support long-term residency and reduce turnover, targeting an average tenancy of 24 months.
  • Oversee unit turns to ensure vacant units are prepared for leasing within 5 days.
  • Manage leasing activities to minimize vacancy duration, targeting 21 days average days-to-lease.
  • Coordinate with maintenance staff to ensure timely completion of work orders and property upkeep.
  • Provides financial oversight to support the long-term economic stability of the properties assigned.
  • Collaborate with Accounting and Finance teams on monthly financial reviews.
  • Operate the property within approved budgets, meeting budgeted rental income targets.
  • Monitor and collect rent to maintain rent receivables at or above 5% of monthly rental income budget.
  • Manage operating expenses to remain within budgeted operating expense limits.
  • Assist in planning and executing capital improvement projects within budgeted capital expense allocations.
  • Fosters a positive resident experience and supports community stability.
  • Conduct semi-annual resident satisfaction surveys, targeting 90% satisfaction.
  • Ensure timely follow-up on maintenance work orders, with a goal of 5-day resolution.
  • Maintain and communicate with individuals on the property waitlist, providing quarterly updates.
  • Promote a respectful, service-oriented environment that supports long-term residency and community well-being.
  • Ensures full compliance with all regulatory requirements and Archway standards.
  • Complete move-in certifications with 100% accuracy and compliance.
  • Conduct annual recertifications for all residents, maintaining 100% compliance.
  • Maintain organized, accurate resident files and documentation in accordance with regulatory and internal standards.
  • Participate in at least one annual compliance training to maintain required knowledge and certifications.
  • May perform other duties as assigned to support the property, residents, or organizational goals.
  • Work closely with Property Managers, Maintenance, Compliance, Finance, Resident Services, and Asset Management to ensure alignment and operational consistency.
  • Performs other related duties as assigned to support team objectives and organizational needs.
