About The Position

Under general direction of the Assistant Regional Communities Manager (ARCM), this position plans, prioritizes, reviews, and participates in professional and administrative activities associated with the Housing Authority and its related entities' property operations and regulatory compliance programs. Serves as the primary coordinator for ensuring compliance with federal, state, local, and Agency requirements governing HACSB-owned properties and related housing programs. Regulatory programs managed include but are not limited to: Low Income Housing Tax Credit (LIHTC), Project Based Vouchers (PBV), RAD Project Based Vouchers (RAD-PBV), HOME, and other multi-layered funding programs. The position is also responsible for administering the Agency's property and liability insurance program and coordinating risk management activities. This role combines regulatory compliance, project coordination, policy development, risk management, and collaboration across multiple departments to ensure the Housing Authority's affordable housing portfolio remains compliant with federal, state, and local requirements.

Requirements

  • Bachelor’s degree from an accredited college or university with major course work in public/business administration, public policy, urban planning, real estate, property management, or related field.
  • A minimum of three (3) years of progressively responsible experience in affordable housing, property management, regulatory compliance, program administration, auditing, risk management or related field with experience interpreting and applying federal, state and local regulations.
  • Experience administering or monitoring affordable housing programs such as Low-income Housing Tax Credits, HUD PBV, RAD, HOME or other federally or state-funded housing programs is highly desirable.

Responsibilities

  • Researches and stays up to date on Public and Indian Housing (PIH) notices, property management, and other state and federal guidelines and recommends changes or updates to the Admissions and Continued Occupancy Policy (ACOP), Housing Choice Voucher Administrative Plan, the lease and its addendums, and other procedural and policy documents.
  • Assists the ARCM with ACOP and Administrative Plan revisions needed for Board approval.
  • Researches and monitors HOME, Housing and Community Development (HCD), Tax Credit, multi-layered programs, and other regulatory compliance for HACSB owned properties.
  • Assists with the review and approval of annual certification and new move-ins for LIHTC program.
  • Serves as the primary point of contact for internal/external agency program audits. Monitors audit schedules, coordinates the preparation of required documentation, and manages the correction and completion of any audit findings. Includes internal quality control file audits for the RAD PBV properties.
  • Acts as primary HACSB coordinator for resident relocation requirements such as Uniform Relocation Act compliance for development projects, including working with external consultants.
  • Conducts periodic property inspections for all HACSB owned properties (internally and externally managed) from a quality control standpoint and documents outcomes for reporting to ARCM and Director of Housing Communities.
  • Administers the HACSB property and liability insurance program, including coordinating the procurement and renewal of insurance coverage, processing and monitoring claims, maintaining insurance records and property inventories, and serving as the primary liaison with insurance carriers, brokers, adjusters, and legal counsel.
  • Evaluates insurance coverage and recommends changes to ensure appropriate protection of Housing Authority assets and operations.
  • Coordinates the HACSB risk management program by conducting or coordinating site liability and safety inspections, identifying operational risks, developing and maintaining risk profiles for Agency assets, monitoring compliance with applicable safety requirements, reviewing incident and safety reports, and recommending corrective actions to minimize Agency risk and liability.
  • Assists the ARCM with staff training as needed related to property compliance.
  • Provides support by contributing to monthly meetings with ACRM to discuss issues and concerns relating to property operations.
  • At times represents the Director of Housing Communities at departmental meetings or meetings with vendors and other outside agencies.
  • Responsible for preparation and submission of program regulatory agreement reports.
  • Performs a variety of administrative duties for professional and management staff; responding to routine correspondences, preparing reports pertaining to standard policies, preparing written responses to communication from clients, landlords, or other public agencies, and implementing procedural modifications resulting from Housing Authority, state or federal regulations changes.
  • Performs other related tasks and duties assigned.
