About The Position

The Appraiser is responsible for the listing and appraisal of residential and commercial property for tax assessment purposes and for defending assessed values and methods. This role involves appraising residential and limited commercial real property, viewing, measuring, and listing structures, interpreting blueprints, conducting sales and depreciation studies, analyzing market data, and creating computer valuation models. The position also includes compiling surveys, examining leases, preparing income statements, making exemption recommendations, maintaining real estate records, preparing taxpayer correspondence, calculating building cost data, maintaining land splits, and aiding in personal property discovery and valuation. The appraiser will also suggest technological efficiencies, correspond with taxpayers, analyze facts for board of review testimony, and provide information on the assessment process to the public. Requirements

  • Appraiser II: Bachelor’s degree in Public Administration, Real Estate, Architecture, Finance, Geography, Urban Planning, GIS, or related field preferred.
  • Appraiser II: Four (4) years experience in property assessment, assessment principles practices and laws, commercial/residential valuation, public relations, computer programs, appraisal systems, and computer assisted mass appraisal.
  • Appraiser II: Wisconsin Assessor II certification required.
  • Appraiser II: Maintain a valid Wisconsin driver’s license or otherwise meet the transportation needs of the position.
  • Appraiser I: Associate’s Degree in Public Administration, Real Estate, Architecture, Finance, Geography, Urban Planning, GIS, or related field.
  • Appraiser I: Bachelor’s degree preferred.
  • Appraiser I: A minimum of two (2) years experience in property assessment, market valuation, assessment principles practices and laws, computer programs, and appraisal systems.
  • Appraiser I: Wisconsin Property Appraiser certification required.
  • Appraiser I: Wisconsin Assessor II certification or ability to obtain within twelve (12) months of appointment.
  • Appraiser I: Maintain a valid Wisconsin driver’s license or otherwise meet the transportation needs of the position.
  • Equivalent combinations of training and experience may be considered.
  • Willing to consider applicants with the following completed coursework: Real Estate Fundamentals or currently enrolled in the Certification in Real Estate Program.

Responsibilities

  • Appraise residential and limited commercial real property for assessment purposes.
  • View, measure, and list new and existing residential and commercial structures.
  • Read and interpret blueprints.
  • Conduct sales and depreciation studies to establish values.
  • Analyze market data and create residential computer valuation models for city wide assessment updates.
  • Compile rental, occupancy, and capitalization rate surveys; examine leases, prepare income statements for commercial property.
  • Make exemption recommendations.
  • Maintains commercial and residential real estate records.
  • Prepares taxpayer correspondence, developing forms and documents.
  • Calculates building cost data.
  • Maintains land splits, create parcels and legal descriptions.
  • Aid in discovery and valuation of personal property.
  • Make suggestions to create efficiencies using the latest technology while taking into consideration budget constraints.
  • Corresponds and communicates with taxpayers or agents providing suitable explanations.
  • Analyzes and documents facts for and provide testimony at Board of Review and other appeals.
  • Provides public groups and other agencies information regarding the assessment process, methods and laws.
