About The Position

The State of Connecticut, Department of Administrative Services is seeking an Information Technology Manager 3 in Hartford, CT. The role reports to the Deputy CIO and provides strategic leadership for enterprise project delivery and vendor management across BITS. The position is responsible for establishing and maturing enterprise project management standards, portfolio governance, vendor performance management, and delivery oversight to ensure technology initiatives achieve measurable business outcomes for State agencies. The PMO/VMO Lead will promote consistent project execution, improve transparency into project performance, strengthen vendor accountability, and support enterprise decision-making through standardized governance and reporting.

Requirements

  • Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.
  • One (1) year of the General Experience must have been in a managerial capacity.
  • College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.

Responsibilities

  • Lead the enterprise Project Management Office (PMO) and Vendor Management Office (VMO) functions for BITS.
  • Establish and continuously improve project management methodologies, governance processes, standards, and tools.
  • Oversee the enterprise portfolio of technology initiatives, providing visibility into project health, risks, dependencies, and resource needs.
  • Develop executive dashboards and reporting that support informed decision-making by agency and BITS leadership.
  • Partner with agency leadership, Customer Success Managers, Enterprise Solutions, and development teams to ensure successful project delivery.
  • Lead enterprise project intake, prioritization, governance, and portfolio planning processes.
  • Develop and implement vendor management practices, including performance scorecards, service level monitoring, risk management, and continuous improvement initiatives.
  • Collaborate with procurement, legal, and agency partners throughout the vendor lifecycle, including planning, solicitation, implementation, and ongoing contract management.
  • Monitor vendor performance to ensure contractual obligations, service levels, and project deliverables are achieved.
  • Identify and mitigate project, portfolio, and vendor risks while proactively resolving delivery issues and removing barriers.
  • Promote organizational project management maturity through coaching, mentoring, training, and continuous process improvement.
  • Foster collaboration across technical, business, and customer-facing teams to improve enterprise delivery and customer satisfaction.
  • Build and develop a high-performing team of project managers, portfolio analysts, and vendor management professionals.
