About The Position

The Project Monitor is a member of the Business Assistance (BA) Division at the Harris County Department of Economic Equity and Opportunity (DEEO). As part of the Business and Worker Services (BWS) department, Business Assistance ensures minority-owned businesses, women-owned businesses and businesses owned by disadvantaged individuals can compete fairly for County Contracts. As such, the Project Monitor conducts weekly compliance monitoring including overseeing progress of sub-awards and monitoring payments to MWBE certified businesses.

Requirements

  • High School diploma or G.E.D. equivalent and 3 years' experience in contract compliance, or a related field.
  • OR Associates degree in any field or 60 hours of secondary education credits from an accredited college or university and 1 year experience in contract compliance, or a related field.
  • Must have or be able obtain a valid OSHA 10 certification through DEEO sponsored training.
  • Must have a current valid drivers’ license and be eligible to utilize DEEO fleet vehicles according to policy.
  • Ability to work independently with minimal supervision.
  • Ability to self-start and assume ownership in completing assigned tasks.
  • Ability to handle highly sensitive and confidential information at all times.
  • Requires strong knowledge using various types of office-related database software.
  • Ability to exercise independent judgment and make decisions in accordance with established regulations and procedures.
  • Knowledge of research methods and techniques, including compliance monitoring and reporting.
  • Ability to maintain quality control over assigned projects.
  • Ability to research, investigate, detect, inspect, verify, recognize, and recommend solutions.
  • Ability to establish and maintain effective working relationships with colleagues, county officials, and the public workforce.
  • Ability to understand and utilize labor and vendor software systems, including LCPTracker, B2G, and other project management software to maintain documents, compliance data and project reporting.

Nice To Haves

  • Bachelor’s degree in public administration, construction management, or another related field.
  • Bilingual in Spanish and English highly preferred.

Responsibilities

  • Assists the Program Manager on internal and external audits and report findings including securing corrective action when required.
  • Review project performance/compliance providing administrative notices through applicable labor and vendor software systems including B2G.
  • Lead regular (weekly/bi-weekly/monthly) compliance monitoring meetings with contractors and provide Compliance Monitoring Reports with instructions for corrective actions.
  • Attend pre-bid, Kick-off, and Pre-Con meetings for assigned projects.
  • Assist program managers with Harris County Purchasing Departments on required vendor goals and general wage decisions.
  • Conduct Commercially Useful Function (CUF) audit interviews and document findings in DEEO’s standard site visit reports, uploading completed reports to SharePoint and/or B2G.
  • In addition, collaborate across departments and with internal teams to support shared goals and objectives.
  • Explain compliance requirements to stakeholders, subrecipients, and contractors.
  • Maintain proper contract documentation.
  • Reviews, reports, and escalates compliance issues including reporting through project management platforms (example: Monday.com).
  • Document compliance issues for escalation from the Specialist and/or Program Manager.
  • Provide proof of compliance on projects if projects meet compliance requirements and/or corrective action has been completed.
  • Participate in departmental meetings, subject matter training (both internal and external), recommended presentations and meetings.
  • Participate and engage in outreach events when requested.
  • Report any work-related concerns to your supervisor regularly during one-on-one meetings.
  • Provide input on departmental Policies and Procedures.
  • Renew any work-related certifications or training courses including OSHA 10 required training.
