About The Position

The NYC Department of Design and Construction, Division of Project Controls seeks a Junior Project Manager. Under supervision, with limited latitude for independent judgment and action, the selected candidate will perform independent cost analysis work, including variance during Design phase estimates from Front End Planning estimates, bid variance, and Estimate at Completion. Responsibilities will also include coordinating with third-party consultants on their services, which include cost analysis and reporting. Third-party consultant services also include reviewing estimates including general construction scope and other trade disciplines, such as mechanical, electrical, and plumbing, as required, based on architectural drawings, maps, plans, and detailed sketches using various methods and technologies. The candidate will advance project controls to best practices liaising with stakeholders on multiple project management tasks, which includes project controls workshops, meetings, and field visits. The candidate will support integration of schedule, risk and cost. The candidate will research integration of innovative technology in cost controls practice, such use of BIM, advanced tools for quantity take-offs, and advanced analytics. Stakeholders include project managers, estimators, schedulers, technologists, design consultants, and other Agency staff. In analyzing cost, the selected candidate is expected to following unit’s project controls procedures. Support is required during all phases of the project including front end planning and construction, which may require periodic field visits. The candidate will review and analyze bids for construction work; and tracking and reporting unit production rates and prices of construction to feed into DDC databases. The employee will work alongside senior project controls professionals and projects managers and will be assigned a mentor to facilitate career development into project controls or project management track. They will receive training in project controls tools such as Unifier, Primavera P6, MS Project, and Timberline.

Requirements

  • Only candidates who are permanent in the Project Manager title or those who are reachable on the Open Competitive List (Exam #4076) may apply.
  • Authorization to work in the United States is required for this position.
  • 1.A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or 2. A four year high school diploma or its educational equivalent and five years of experience as described in "1" above; or 3. A four year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in "1" above to make up the equivalent of five years of education and experience. One year of credit will be given for each 30 semester credits of college education leading to a baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration.
