About The Position

The Project Manager holds overall responsibility for the performance of work under the Task Order and serves as the primary authority to act on behalf of the Contractor regarding daily operations. This role acts as the first point of contact for the Government and various client divisions to resolve issues or discrepancies before they escalate, ensuring that technical personnel effectively support DEMD mission objectives.

Requirements

  • A Bachelor’s Degree in Management, business, administration, engineering, or a related field is required.
  • At least five (5) years’ experience managing people and programs in public sector performance management.
  • Must maintain a valid Driver’s License and be insurable.
  • Must successfully pass a Moderate Background Investigation (NACI).
  • Requires a Federal government-issued Personal Identity Verification (PIV) card.
  • Mandatory completion of Federal Information Systems Security Awareness (FISSA) training and signing of a Non-Disclosure Agreement.
  • Enhanced skills in managing professional support services staff; ability to communicate complex solutions effectively to both technical and non-technical audiences.
  • Possesses a general understanding of the technical areas of project assignment and proficiency in Internet, Intranet, and Project software programs.
  • Familiarity with federal government, DOI, and Indian Affairs trust relationship requirements.

Nice To Haves

  • Three (3) years of experience in U.S. Government-supported grants/contracts management preferred.
  • PMP certification preferred.
  • Preferred understanding of Native American corporation contracting capabilities with the Federal Government as both a prime and subcontractor.

Responsibilities

  • Responsible for project planning, budgeting, and performance, including monitoring milestones and adhering to plans and schedules.
  • Acts as the primary customer contact for all project activities, maintaining close coordination with agency Contracting Officers (CO) and Contracting Officer Representatives (COR).
  • Directs and interfaces with contract staff to ensure requirements are fulfilled; identifies resources needed, coordinates work activities, and assigns individual responsibilities.
  • Ensures strict compliance with quality requirements; reviews all contract deliverables before forwarding to the client.
  • Manages the project budget, determines appropriate revenue recognition, ensures timely and accurate invoicing, and monitors receivables and profitability.
  • Participates in requests for RFQ or RFP from onset, including preparing proposal schedules and ensuring successful submission.
  • Oversees transition management (phase-in/phase-out), manages employer obligations (e.g., time cards, staff morale), and ensures project documentation is accurate and stored per standards.
