About The Position

This position is responsible for successfully managing assigned Capital Development Board (CDB) projects from conception to close-out, within scope, budget and schedule, and with minimal supervision. Discharges duties in accordance with the CDB Act (20 ILCS 3105), Illinois Procurement Code (30 ILCS 500), and all other pertinent statues, rules, policies, guidelines, and procedures. Under general direction, the incumbent is responsible for assisting in the development, analysis, and coordination of capital program activities to include: coordinating the preparation of project contract documents by consultants, coordinating document evaluation and review, managing design and construction by consultants and contractors, and reviewing cost estimates and other relevant documents. Serves on the training team for junior personnel.

Requirements

Requires a Bachelor’s degree from an accredited college or university in architecture, engineering, construction management, or a closely related field, AND three (3) years of professional construction project management experience OR an Associate’s degree or completed technical trade school certificate in construction technology or drafting, AND five (5) years of progressive construction project management or field supervisory experience.
Requires four (4) years of advanced hands-on experience with enterprise project tracking databases, automated change management portals, digital document repositories, MS Office 365, and electronic PDF markup tools.
Requires completion of a background check and self-disclosure of criminal history.
Requires ability to travel in the performance of duties, with overnight stays as appropriate.
Requires appropriate, valid driver’s license.
Ability to stand, walk, walk on uneven surfaces, balance, stoop, kneel, climb stairs and ladders, and maneuver in tight spaces in all varying weather conditions.
Correctable vision for close work on design drawings, project-related documents, and onsite construction project observation.

Nice To Haves

Prefers four (4) years of experience managing multi-trade capital projects ($1M - $10M+) and analyzing complex CPM schedules.
Prefers four (4) years of experience demonstrating strong negotiation, conflict resolution, and digital communication skills.
Prefers four (4) years of experience working with/in public construction administration, the Illinois Procurement Code or comparable private sector procurement, design drawings and project-related documents, and project labor agreements.
Prefers Construction Manager (CCM), PMP, or LEED AP certification.

Responsibilities

Serves as primary state project manager for assigned capital construction projects across state facilities, higher education institutions, and code agencies.
Chairs orientation meetings with Architects/Engineers (A/Es) and Using Agencies.
Evaluates, negotiates, and executes Requests for Proposal/Change Order (RFP/CO), Proceed Orders (PO), and A/E Modifications using CDB's Automated AE Mod system and digital approval workflows.
Oversees the development of project budgets to ensure that program requirements are met and resources are utilized cost-effectively.
Maintains real-time project status in relevant CDB database systems.
Assists with training.
Performs other duties as required or assigned which are reasonably with the scope of the duties cited above.
