Hill International is seeking a Project Manager to engage on a Large Rail Infrastructure Program with a focus on planning and advanced design from conceptual to final, construction procurement, and management services during construction. The role involves developing project budgets and work plans, establishing project priorities, and overseeing the quality of all deliverables. The Project Manager will solicit budgets from various team members, coordinate closely with the assigned Design Manager, and conduct meetings with Port Divisions, internal and external stakeholders, and agencies. A key responsibility is developing the Project Delivery Plan (PDP) and securing necessary permits from various agencies, including environmental documentation (CEQA, NEPA) and right-of-way requirements. The position also supports the Port’s Sustainability Program by examining potential enhancements, determining goals, performing assessments, and preparing documentation for Green Building rating systems like LEED and Envision. The role requires preparing Board Memos for key project approvals, managing the project Risk Assessment process, identifying project issues and impacts, and managing contractor prequalification when required. Additionally, the Project Manager will secure agency permitting, support the Port’s Quality Management Program, prepare and coordinate bid documents, advertise bids, conduct pre-bid meetings, and perform bid responsiveness. The role involves coordinating and handing off projects to the Construction Manager, attending contractor meetings, monitoring budget and schedule, reviewing and approving change orders, performing Contract Administration, supporting grant programs, and providing periodic updates using the Port’s project reporting system (Unifier).
