About The Position

This position is for a Hybrid/Local Project Manager with extensive experience in various technologies and methodologies, including Mainframe Systems, Java, PowerBuilder, Microsoft .Net, COBOL, DB2, Sybase, SQL Server, ColdFusion, AIX/WebSphere, and COTS/SaaS solutions. The role requires a strong blend of Project Management, business analysis, and technical expertise, with the ability to work effectively in a team environment. The Project Manager will be responsible for facilitating communication, maintaining team focus, influencing stakeholders, and demonstrating problem-solving, analytic thinking, planning, personal development, and decisiveness. Experience with government agencies, particularly the Oregon Department of Human Services (DHS) and Oregon Health Authority (OHA) systems, is essential. The position offers flexibility in work location, allowing for onsite, hybrid, or fully remote work, conditional on proficient telework and communication capabilities.

Requirements

  • Strong knowledge and experience on Mainframe Systems, Java, PowerBuilder, Microsoft .Net, COBOL, DB2, Sybase, SQL Server, ColdFusion, AIX/WebSphere Application Server, Microsoft Team Foundation Server, WebServices (SOAP/REST).
  • Expert level proficiency in systems integration across diverse environments, platforms, and business processes.
  • Experience in enterprise system design and architecture.
  • Excellent written and verbal communications.
  • Strong knowledge and experience with DHS/OHA systems such as OR-ACCESS, TRACS, RAS, CM, FSMIS, CI, OR-Kids, ICM and others.
  • Strong blend of Project Management, business analysis, and technical experience.
  • Ability to work well in a team environment.
  • Skills to facilitate communication, team focus, influence, service oriented, problem solving, analytic thinking, planning, personal development, and decisiveness.
  • PMI certified PMP.
  • 20 plus years of experience in architecture and design of large applications.
  • 20 plus years of experience migrating legacy applications including data migration.
  • Strong experience implementing large systems using COTS, SaaS, Transfer System, and Custom development within Government Agencies.
  • Strong knowledge of Case Management and Eligibility systems preferably with the Oregon DHS/OHA.
  • Experience working with various Project resources including Leadership Team, Business Analysts, Policy Analysts, and Technical Resources.
  • Experience with Agile and other structured methodologies (i.e., Scrum, Waterfall, Iterative, RUP, or PMI).
  • Experience with Project Management tools, including MS Project, JIRA, Crucible, Fish-eye, and SharePoint.
  • Mastery of client/server and distributed applications, project life cycle, and the basics of technical operations.
  • Mastery of common development methodologies including Waterfall and Agile.
  • In-depth knowledge and hands-on technical skills, with strong leadership, development management and communication skills.
  • Experience designing solutions that successfully address cross-technology and cross-platform challenges in a legacy and current environment.
  • Highly experienced in architecting Migration Strategy.
  • Highly experienced in Business Analysis, Technology strategy, business development.
  • Strong experience Conducting Alternative analysis, Gap analysis, As-is, To-be, Cost benefit analysis, level of effort estimates and technology roadmap.
  • Strong experience with all SDLC phases including Requirements management, Analysis, Architecture & Design, Development, Testing, Implementation, and Post Implementation.

Nice To Haves

  • Strong knowledge of various programs such as TANF, SNAP, Food Stamps etc.
  • Strong experience and knowledge of DHS / OHA systems including CI, CM, FS, RAS, eXPRS, OR ACCESS, TRACS, PTC, ICM etc.
