About The Position

Maryland's Family and Medical Leave Insurance (FAMLI) program is a new social insurance system designed to provide paid time off for medical and family reasons to approximately 2.6 million workers and 180,000 employers. This digitally native, public-facing service is being built from the ground up, similar to major programs like unemployment insurance or a new health department. The FAMLI Project Management Office (PMO) serves as the central hub for planning, coordinating, and executing the projects essential for launching the FAMLI program. The PMO offers structured guidance and oversight, promoting best practices and setting standards for efficiency, accountability, and innovation. By overseeing the Division's project portfolio, the PMO ensures all projects align with the Division's mission, statutory requirements, and organizational goals. As the PMO is being built from scratch, the program requires flexible, experienced, and action-oriented project managers who can adapt and tailor project management best practices to the unique challenges of implementing a program of FAMLI's scale and complexity within Maryland State government. The projects managed by the PMO will cover all aspects of FAMLI program implementation, including operations, administration, financial management, and claims management. Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Five years of administrative staff or professional work.
  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
  • All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to the Labor/DUI as a result of unemployment insurance overpayment/fraud.

Nice To Haves

  • At least three years of experience as a Project Manager, preferably within government, public sector, or large-scale program implementation.

  • Familiarity with risk management, budgeting, and resource planning at a portfolio level.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Responsibilities

  • Supports the day-to-day planning, monitoring, and execution of a portfolio of implementation projects needed to launch Maryland's Family and Medical Leave Insurance program in compliance with statutory deadlines.
  • Creates and manages detailed project plans, schedules, and resource allocations.
  • Coordinates closely across the Division to address challenges, identify trade-offs, and adjust plans as needed.
  • Provides hands-on project management, planning, and technical support.
  • Facilitates effective communication among team members and stakeholders.
  • Tracks and reports project performance to senior leadership.
  • Develops detailed project plans, schedules, and resource allocations for individual projects, ensuring alignment with the Division's master implementation plan.
  • Monitors project progress, adjusting plans as necessary to meet key milestones and deadlines.
  • Maintains constant contact with project stakeholders to coordinate efforts, resolve problems resulting from project implementation, and obtain and relay information.
  • Provides hands-on support to assigned teams, helping them identify trade offs, dependencies, and resource needs to ensure successful project execution.
  • Facilitates communication between team members and stakeholders to ensure alignment and timely decision-making.
  • Tracks and reports project performance, including milestones, risks, and budget adherence, to senior leadership.
  • Participates in post-implementation review, contributing to the team's continuous improvement process.
