About The Position

Turner & Townsend is seeking a Project Manager to serve as the Owner’s Representative for a marine dock and terminal scope. The role is part of the company’s growing Ohio team and is remote, with on-site presence required during kickoff and potentially minimal travel. The ideal candidate will be local to Cleveland or Columbus. The Project Manager reviews and validates FEL/FEED, detailed design, estimates, schedules, execution plans, and contractor deliverables. The role coordinates technical and operational interfaces across marine, civil/structural, piping, mechanical, electrical, controls, operations, maintenance, environmental, regulatory, and commercial disciplines. It also oversees dock-related vapor destruction units and additional flush tanks and associated systems. The position monitors scope, cost, schedule, risk, change management, field quality, and contractor execution; provides leadership updates and recommendations; and supports construction, commissioning, turnover, and startup, including resolution of refinery-to-dock interface issues. SOX control responsibilities may also apply.

Requirements

  • 10+ years of experience in owner’s engineering, project engineering, refinery/offsites, marine terminals, ports, or waterfront infrastructure.
  • Direct experience with hydrocarbon docks, product-transfer systems, loading facilities, brownfield revamps, and contractor oversight.
  • Experience with marine-dock vapor destruction units, including design, installation, commissioning, and startup.
  • Experience adding flush tanks and associated dock systems, including equipment integration, piping, controls, utilities, drainage, and operating interfaces.
  • Demonstrated construction, commissioning, and startup experience.
  • Strong judgment and communication skills, with the ability to independently challenge EPC and engineering-contractor recommendations.

Nice To Haves

  • Working knowledge of marine permitting and regulatory interfaces.
  • PE, PMP, marine engineering, or operations credentials.
