About The Position

The Flood Control District has a mission to reduce the risk of flooding in Harris County, the third most populous county in the United States, with a population exceeding 4.7 million, including the City of Houston, the nation’s fourth-largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins totaling more than 10,000 acres, and several wetlands mitigation banks, including Greens Bayou. Harris County Flood Control District is seeking qualified candidates for the role of Maintenance Engineering Project Manager, who is responsible for directing and implementing complex projects for the Maintenance Engineering Department, including managing assigned in-house resources and outside consultants in the execution of the project in support of the District’s mission to maintain flood damage reduction projects, guiding junior-level engineers as needed.

Requirements

  • Bachelor's degree from an accredited four-year college or university in Civil Engineering or a similar curriculum.
  • Requires six (6) years of progressive, verifiable experience that includes any combination of engineering planning, design, and construction management.
  • Valid Class "C" Texas Driver’s License
  • Strong skills using project management tools and systems, including but not limited to Microsoft Project.
  • Requires knowledge/understanding of construction standards, practices, and techniques.
  • Requires good diagnostic and troubleshooting skills to solve unusual work problems and advise on complex technical questions and/or difficult work solutions.
  • Requires good analytical skills in applying guidelines, policies, and precedents and in adapting standard methods to fit facts and conditions.
  • Requires good communication skills, including presentation, grammar, and writing skills.
  • Demonstrate ability to: Work independently with limited supervision, relative autonomy, and general review.
  • Be a self-starter; assume ownership in setting goals, organizing work, and completing assigned tasks.
  • Be successful in a time and deadline-driven environment, effectively prioritize, identify, and solve problems.

Nice To Haves

  • Ability to use computer-assisted drafting software, specifically AutoCAD Civil 3D, is desirable.
  • Prefer experience with stormwater drainage design and construction, and ability to read all types of maps and drawings, especially civil construction plans.
  • Prefer experience working with government agencies and their governing bodies.
  • Professional Engineer (PE) in the State of Texas, preferred

Responsibilities

  • Implement/manage assigned projects and programs from inception to construction, including feasibility studies, preliminary engineering, design, and bidding phases; analyze critical paths and constraints, manage scope, and mitigate risks.
  • Facilitate efficient and effective execution of projects, ensuring timeliness, cost effectiveness, and good quality deliverables.
  • Develop and maintain a project schedule.
  • Proactively identify and resolve problems that may arise throughout the course of a project to minimize impact on project schedules and budgets.
  • Solicit and incorporate feedback from managers and stakeholders for continuous improvement of project management methods, tools, and processes.
  • Coordinate H&H analyses, design services, utility adjustments, survey and geotechnical evaluations, property acquisition, environmental impact assessments and permitting, public relations, and interaction with other agencies.
  • Review project design at each major milestone with appropriate team members and coordinate site visits with consultants and team members at appropriate intervals.
  • Facilitate a kick-off meeting with stakeholders and the project team to define all project objectives.
  • Meet with and/or make presentations to stakeholder groups and the general public to convey goals and objectives, technical direction, and general status of projects (without the need for supervisor attendance).
  • Promote client satisfaction with internal and external clients.
  • Utilize and manage in-house resources and coordinate with one or more outside consultants to execute projects.
  • Review and approve proposed changes in the contract during the construction phase.
  • Review and approve scopes, budgets, and schedules for assignments.
  • Coordinate with Department Manager and team members to obtain approvals for major changes to a project that significantly affect scope, schedule, and/or budget.
  • Ensure proper and accurate financial reporting of projects directed.
  • Prepare correspondence, complete forms, and maintain records and files related to work activities.
  • Attend department staff meetings, meetings with coordinating departments, vendors, and agencies.
  • Attend seminars, conference workshops, re-certification, or other training programs.
  • Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.
