About The Position

Entarian is seeking a Project Manager who will work with a team to support the sustainment of ashore and afloat versions of NSIPS (Navy Standard Integrated Personnel System II). This role involves leading planning, execution, and delivery of projects, ensuring alignment with Navy personnel management objectives and program directives. The Project Manager will coordinate with various stakeholders, including Navy stakeholders, system users, software developers, cybersecurity teams, and program offices to define project requirements and deliverables. They will be responsible for developing and maintaining project schedules, budgets, risk registers, communication plans, and milestone tracking. The role also includes monitoring system enhancement timelines, defect remediation, and modernization efforts, ensuring quality and compliance with DoD IT standards. Facilitating regular stakeholder meetings, technical working groups, and project status reviews is crucial for communicating progress and resolving issues. The Project Manager must ensure all project documentation meets Navy and DoD standards and oversee testing, validation, and deployment activities. Managing change control processes, identifying and mitigating risks, supporting user engagement and training, and collaborating with cybersecurity teams are also key aspects of this position. The role requires analyzing project data and performance metrics to support leadership decision-making and serving as a liaison between Fleet users, HR leadership, and technical teams to ensure NSIPS enhancements deliver practical, mission-relevant outcomes.

Requirements

  • Active US Secret level security clearance
  • Bachelor’s degree (or 4 years of additional relevant experience may be considered).
  • Minimum 10 years Project Management experience, to include: technology assessments, infrastructure operations, systems analysis, programmatic support, acquisition planning, and budget planning.
  • Five (5) years as manager of Navy programs.

Nice To Haves

  • PMP certification.
  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.

Responsibilities

  • Lead planning, execution, and delivery of projects, ensuring alignment with Navy personnel management objectives and program directives.

  • Develop and maintain project schedules, budgets, risk registers, communication plans, and milestone tracking for initiatives.
  • Monitor system enhancement timelines, defect remediation, and modernization efforts, ensuring quality and compliance with DoD IT standards.
  • Facilitate regular stakeholder meetings, technical working groups, and project status reviews to communicate progress and resolve issues.
  • Ensure all project documentation meets Navy and DoD standards, including system specifications, test plans, interface control documents, and change requests.
  • Oversee testing, validation, and deployment activities for updates, patches, and new capabilities.
  • Manage change control processes, coordinating with Configuration Management and supporting activities to ensure accurate versioning and traceability.
  • Identify operational, technical, and schedule risks; develop mitigation strategies and escalate concerns to leadership as needed.
  • Support user engagement, training coordination, and communication efforts for new functionality or system changes.
  • Collaborate with cybersecurity and RMF teams to ensure system compliance, accreditation sustainment, and adherence to data protection requirements.
  • Analyze project data and performance metrics to inform leadership decision‑making and continuous improvement initiatives.
  • Serve as a liaison between Fleet users, HR leadership, and technical teams to ensure that NSIPS enhancements deliver practical, mission‑relevant outcomes.
