About The Position

The Wyoming Department of Transportation (WYDOT) is seeking a Project Manager for highway design projects for the Program Performance team. This position is responsible for providing project management oversight to assigned Statewide Transportation Improvement Program (STIP) projects for WYDOT. This position will serve as a coordinator between WYDOT programs and collect, analyze and implement best practices for program improvement and project management. This position will also assist in the day to day operations of the Program Performance team. Cheyenne offers nearby access to mountain biking, skiing, hiking, fishing, hunting, and other outdoor activities. Wyoming is one of only nine states with no state income tax. This position offers a $2,000 Hiring Bonus (see notes for eligibility).

Requirements

  • Experience coordinating and executing organizational plans within an engineering environment, focusing on teamwork and smooth operations.
  • Strong understanding of the State of Wyoming Personnel Rules, serving as a resource to integrate these guidelines into daily activities.
  • The ability to take theoretical best practices and turn them into actionable, real-world strategic outcomes.
  • Skilled at bridging communication gaps and collaborating effectively with a diverse network, including outside agencies, public partners, program managers, engineers, technicians, and IT experts.
  • An active listener who asks thoughtful follow-up questions to understand challenges, with the comfort level needed to guide large group discussions toward a shared goal.
  • A positive, team-oriented mindset with a proven ability to develop strong professional relationships across all levels of an organization.
  • Excellent written and oral communication skills that make complex ideas easy to understand for both internal teams and external stakeholders.
  • Proficiency with everyday office tools (Microsoft Office, Google Workspace), project scheduling software, document management systems, and basic database reporting.
  • Highly organized with the self-motivation to manage multiple priorities, make confident independent decisions, and easily adopt new technologies.
  • Bachelor's Degree (typically in Business)
  • 0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I
  • OR 4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I

Responsibilities

  • Monitor, analyze, and forecast complex project schedules.
  • Align project timelines with WYDOT policies and statewide priorities, ensuring milestones are hit through sharp project management and proactive communication.
  • Analyze complex data to map out precise activity durations, resource needs, and critical paths.
  • Act as the liaison between WYDOT Headquarters and District offices by keeping project teams aligned, informed, and moving in the same direction regarding project status, schedules, and resource needs.
  • Standardize workflows by identifying goals and training strategies for statewide software users.
  • Design training classes, online modules, and job aids for software and reporting needs of WYDOT Headquarters and District offices.
  • Drive continuous improvement by drafting and implementing smarter program processes and procedural updates to make the workflow more efficient.
