Requirements

  • Knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Three years of progressively responsible administrative experience in a public or business organization.

Nice To Haves

  • Three (3) years of project management experience, to include managing and leading project teams.
  • Three (3) years of experience utilizing project management software/tools, e.g., Microsoft Project, Delivery Workbench or similar software/tools.
  • Two (2) years of experience performing research to prepare detailed project plans and impact records.
  • Two (2) years of experience preparing and maintaining complex statistical and informational reports.
  • Advanced proficiency utilizing Microsoft SharePoint or similar collaboration software.
  • Advanced proficiency utilizing Microsoft Word or similar word processing software.
  • Advanced proficiency utilizing Microsoft Excel or similar spreadsheet processing software.
  • Possession of Project Management Professional (PMP) certification.

Responsibilities

  • Manages and coordinates complex projects that are strategic, complex, sensitive or controversial in nature from start to finish with full ownership over project quality that are critical to the mission of the Illinois Department of Revenue (IDOR).
  • Leads projects that are necessary due to the impact of legislation on IDOR Program Areas.
  • Plans, develops and manages projects’ organizational structure, approach, scope, project specific standards and work plans for assigned projects.
  • Manages project teams.
  • Monitors and measures the progress of projects through to completion.
  • Develops and executes test strategies, plans and scenarios for assigned projects.
  • Manages and monitors project budgets.
  • Recommends policies and procedures for project governance which assures that the audit trail is present and accurate, and that the work is in compliance with relevant methodology components, standards and processes.
  • Conducts research regarding legislation, laws, rules, policies, technology and industry best practices related to business process improvement or project management and makes recommendations for changes to processes, policies and/or procedures to Executive Management.
  • Performs other duties as required or assigned which are within the scope of the duties enumerated above.
