About The Position

ISL is seeking an experienced Project Manager with a proven track record in leading land development projects ready to join the Community Development team in Edmonton or Calgary. This role involves managing complex, multidisciplinary projects, building strong client and municipal relationships, and mentoring junior professionals. The Project Manager will lead land, municipal, and site development projects through all phases, from conceptualization and planning to approvals, detailed design, and construction. Key responsibilities include overseeing project design (grading, utilities, roadways, stormwater management), managing development applications and approvals, liaising with municipal authorities, conducting quality control reviews, coordinating multidisciplinary teams, supporting tendering and construction delivery, and providing proactive project management with a focus on scope, schedule, budget, risks, and client expectations.

Requirements

  • Bachelor's degree in civil engineering (or equivalent) and registered as a Professional Engineer (P.Eng.) or Professional Technologist (P.Tech) in Alberta or eligible for registration with APEGA.
  • 10+ years of progressive experience in land development and municipal infrastructure, leading projects from concept through detailed design and construction.
  • Proven experience managing development approvals and applications.
  • Strong Project Management experience leading multidisciplinary teams, client relationships, and construction-phase services (tendering, contractor coordination, scope/schedule/budget).
  • Ability to coach and mentor other junior professionals.

Responsibilities

  • Lead land, municipal, and site development projects through conceptual, preliminary, and detailed design, from early planning and approvals through construction.
  • Manage and oversee the design of projects including site grading, utility servicing, roadways, pedestrian networks, utility coordination, and stormwater management.
  • Prepare, coordinate, and manage development applications and approvals, including Area Structure Plans, Outline Plans, Development Permits, Development Agreements, and Building Permits.
  • Liaise with municipal review teams and approval authorities to support timely and coordinated approvals.
  • Complete quality control reviews of deliverables, ensuring technical accuracy, quality, and compliance with municipal and internal standards.
  • Coordinate and lead multidisciplinary project teams, including internal disciplines, subconsultants, and field services.
  • Support tendering and construction delivery, including contractor coordination, construction reviews, responses to RFIs, and progress payment certification.
  • Provide proactive project management and client communication, managing scope, schedule, budget, risks, and client expectations.
