About The Position

Manages projects and assigned staff of varying size, scope and impact from single business units up to multi-component projects with high value and organizational visibility within large divisions and departments. The ideal candidate will be an experienced public utilities warehouse leader with strong technical and professional skills applied daily in the oversight of a large municipal utility warehouse that provides essential materials and supplies associated with the operation and maintenance of all underground infrastructure related to water distribution, wastewater collection and reclaimed water distribution. The ideal candidate will have a background in contracts development and have the knowledge to monitor availability of funding and accurately release funds in the procurement of materials and supplies. The ideal candidate will be a skilled in the development of a system that tracks purchases, deliveries, invoice processing and payment, and purchase order management across the Infrastructure Maintenance Division. Significant focus is placed on internal and external customer service. The ideal candidate will have a customer service mindset and the ability to permeate that culture throughout the organization. The ideal candidate will be a strategic thinker, an effective communicator, a problem solver that works with staff to ensure invoice processing is streamlined across the Infrastructure Maintenance Division. The ideal candidate will have vast knowledge of the Oracle Cloud System to include requisitions, receipting, invoicing, and transfers. The ideal candidate successfully follows through on tasks in a timely manner and takes initiative by seeking opportunities to improve efficiency. This person demonstrates the ability to successfully build and lead cross-functional projects related to Infrastructure Maintenance. The ideal candidate will have the ability to manage multiple cross-functional projects. The ideal candidate will have the ability to work independently, analyze, and interpret complex process, take initiative and be a self-starter, manage time and resources in a fiscally astute manner, manage risks, and accept accountability. The ideal candidate exercises sound, expert, independent judgment within policy guidelines and can establish and maintain effective working relationships with all levels of leadership, consultants, vendors, employees, and the public. The ideal candidate exercises tact and diplomacy in dealing with sensitive, complex, and confidential issues and situations and is a highly motivated person who facilitates a team environment, open communication, efficiency improvements.

Requirements

  • Knowledge of project management theory, techniques and tools.
  • Knowledge of the processes, activities, requirements and objectives of the functional area to which assigned.
  • Skill in developing tracking systems to monitor work progress.
  • Ability to effectively coordinate resources and manage these resources to a successful project outcome.
  • Ability to analyze the risks and future impact of decisions.
  • Ability to establish and maintain effective working relations with others within and outside own organization.
  • Ability to collect, organize and analyze data and develop logical conclusions.
  • Graduation from an accredited four year degree granting college or university; AND Four years of program/project management experience directly related to the position duties; OR An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.
  • Maintain the ability to pass the background checks required for the position. These background checks may include but are not limited to: Criminal History Background Check using Florida Department of Law Enforcement (FDLE) Criminal Justice Information Services (CJIS) Level 1 and Level 2 Background screening (Ch. 435 Florida Statutes) Child Abuse, Abandonment and Neglect Record Check using the State Automated Child Welfare Information System (SACWIS) Sex Offender and Sexual Predator record check using the list maintained by the Florida Department of Law Enforcement (FDLE)
  • Possess the necessary job related license(s) or certification(s) that may include possession of a Florida Driver License (Class E) or an applicable Commercial Driver License (CDL)

Nice To Haves

  • Knowledge of and experience with public utilities warehousing related to water and wastewater materials management.
  • Experience with fiscal practices, invoicing and receiving and vendor management.
  • Experience with the implementation of strategic initiatives for process and efficiency improvement.
  • Experience with negotiating contracts, pricing, and delivery terms with vendors.
  • Experience in leading and managing cross divisional team projects.
  • At least 10 years of experience in public utilities warehousing to include procurement of materials and supplies need to maintain a large complex utility.
  • Vast knowledge of the Oracle Cloud System to include requisitions, receipting, invoicing, and transfers.

Responsibilities

  • Performs project management work by managing, coordinating and implementing medium sized projects.
  • Participates in the development of the scope of work.
  • Establishes administrative procedures and guidelines to ensure effective project/program outcomes.
  • Prepares contract drafts, requests for proposal and other related documents for review.
  • Creates project schedules and controls resources to ensure timely completion of project.
  • Prepares and/or monitors project budgets, monitors status of allocated funds and controls expenses.
  • Coordinates with other sections and departments to ensure efficient flow of communications and services.
  • Reviews and acts on project management, administrative, and operational problems.
  • Performs other related duties as required.
