About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The GO Expansion-USRC project has the objective of building an enhanced commuter rail network to meet the corporate mandate and business objectives while adhering to Metrolinx’s highest standards for safety, efficiency, and legal/regulatory/policy compliance, while delivering excellent customer experience. The Union Station Enhancement Project (USEP) is seeking to hire an Alliance Project Manager, reporting into the Manager. The USEP Project Manager, reporting into the Owner’s Participant as part of the Alliance, will be responsible for the infrastructure required to support the capital build of the GO Expansion program within the USRC Corridor, and more specifically Union Station. As the USEP Project Manager, you will support and oversee consultants, developers and contractors work and will actively manage all activities to ensure achievement of objectives according to defined timelines, budget, and approved project deliverables.

Requirements

  • Completion of a degree in Engineering or a related discipline - or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in project management, preferably within the public sector
  • Demonstrated experience managing projects and stakeholders, preferably involving planning, design, construction, and commissioning of transit stations, facilities, heavy Railway infrastructure including electric traction, bridges, structures, and related works.
  • Project management experience to manage assigned multi-disciplinary projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out

  • Knowledge of construction standards and procedures applicable to an operating Railway environment.
  • Organizational, interpersonal, and oral/written/presentation communication skills to coordinate complex multi-disciplinary projects under pressure to meet schedule and budget commitments
  • Knowledge of municipal, TTC, Metrolinx and other national or international rail and transit standards is strongly desired
  • Prior experience with any aspect of design, construction and commissioning of multi-disciplinary transit projects is strongly desired
  • Strong problem solving and influencing skills to establish effective working relationships, negotiate, and deal with a variety of contacts, both internal and external to the organization; along with the ability to gain cooperation from individuals not under direct authority
  • Interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity and to liaise with all levels within and outside the organization and with specialists across multiple sectors.
  • Must have a valid Ontario Class “G” driver’s license as this role will require you to regularly visit construction sites

Nice To Haves

  • Project Management Professional (PMP) certification, and/or, or P.Eng., or Architect designation or partial completion is an asset
  • Knowledge of Design Build, Progressive Design Build (PDB) or other collaborative project delivery models is an asset
  • Project specific requirement for visits to construction sites (CPG) during working hours and occasional visits during evenings, weekends and/or holidays.

Responsibilities

  • Manages active project scope of work and agreements, governing the engagement of consultants
  • Performs complete start to close-out project management on selected complex, high-risk projects as required to meet corporate commitments, with or without staff delegation
  • Manages and coordinates the delivery of the project with the design and construction teams as an embedded member of the team
  • Manages and coordinates the concept, preliminary and detail design procedures, design standards, specifications with contract documents
  • Provides administrative, design, editing, technical, estimating, and priority direction to staff and personnel assigned to individual projects within USEP, through all project stages
  • Reviews requests for acquisitions, requisitions for purchase orders, change orders for contracts and addenda for contractor and consultant agreements
  • Ensures that capital projects and programs for new, replacement or enhanced infrastructure, maximize customer service, satisfy internal stakeholder requirements, incorporate external agency requirements, and serve public interests
  • Reviews and approves design, workplan, agreement, and access documents as required to perform the work
  • Coordinates a number of complex tasks under pressure to meet schedule and budget commitments
  • Reviews and evaluates Alliance studies, reports, design proposals, specifications and contract documents, to meet established policies, procedures and standards
  • Assist the Managers and Senior Project Managers in directing and leading the Alliance Management Team, through all stages and phases of the project and in engagement and interface with third party stakeholders such as municipalities and transit agencies
  • Overseeing the performance of the Contractor(s), Consultants, and Stakeholders (Internal/External) for assigned multi-discipline construction projects
  • Providing assistance in the evaluation/negotiation/resolution of variations to the Project Alliance Agreement
  • Reviewing and align tasks the Alliance schedule, risk, and budget and updates with participation from the project team members as required
  • Manage the Project Coordination staff associated with the associated scope of work to USEP as whole, including but limited to, East Track Enhancements, Wilson Yard, and the HONI Relocation
  • Needs to have knowledge of working in live rail corridor, understand of access planning/track protection and working in the USRC rail corridor is an asset
  • Manage/prepare procurement documents including but not limited to project agreements
  • Manage and coordinate concept, preliminary or detail design alternatives with the project's Alliance (NOP) Partners.
