About The Position

Reporting to the Manager, Asset Management Unit, the successful incumbent will initiate, plan, oversee and coordinate complex multi-disciplinary projects and initiatives in the Toronto Shelter and Support Services (TSSS) Division with expert guidance and leadership. In addition to ensuring ongoing compliance with contractual agreements, role matrixes, project charters and legislative requirements, the Project Manager TSSS will work closely with shelter providers and/or partnering property owners to ensure facilities are maintained and in a good state of repair, including regular on-site visits to review physical condition of facilities, as well as responding to on-call 24/7 facility maintenance needs as required.

Requirements

Post-secondary education in a relevant professional discipline (i.e. Project Management, Building Sciences, Interior Design, Facility Management, Planning, Engineering etc.) or an equivalent combination of education and/or relevant experience.
Considerable experience in directly supervising non-union and/or unionized staff.
Considerable experience working within shelter or housing environments and in overseeing construction projects in active occupied shelter sites.
Considerable experience managing administrative and budgetary components associated with capital and operating budgets.
Considerable experience as a fully accountable project leader handling multiple and diverse projects and priorities in a detail and deadline-oriented environment; able to identify needs and initiate, coordinate and manage the implementation of creative solutions.
Considerable experience managing/leading teams through the planning, and implementation of operational and organizational change initiatives.
Ability to be flexible and to thrive in a dynamic and creative environment with competing deadlines, multiple tasks and high-performance expectations.
Highly developed critical thinking and problem-solving skills to facilitate effective business solutions that will advance the organization.
Excellent interpersonal, consensus building, consultation and negotiation skills with the ability to make sound decisions.
Political acumen and understanding of public relations and building partnerships.
Excellent written and verbal communication skills.
Strong knowledge of a variety of software applications including MS Office (Project, Excel, Word and PowerPoint).
Familiarity with government legislation in the areas of Fire Code, Building Code, etc., as well as relevant employment legislation including Employment Standards Act, Human Rights Act, and the Occupational Health & Safety Act.

Responsibilities

Manages, motivates and trains unit staff, ensuring effective teamwork, high work quality and organizational performance as well as encouraging innovation in others.
Supervises the day-to-day operation of all assigned staff including assigning and reviewing work. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
Oversees multi-disciplinary team to oversee the delivery of high-quality project management service on divisional projects.
Monitors work output, reviews project deliverables and ensures project staff and divisional stakeholders complete assigned deliverables on time, on schedule and on budget and at quality standards.
Ensures the quality of work and service meets corporate and divisional standards and employees are trained to perform work in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Technical Standards and Safety Authority (TSSA), Fire Code, Electrical Code and the Occupational Health and Safety Act (OHSA), etc.
Develops and/or conducts, coordinates appropriate training and communication to staff and shelter provider representatives, and ensures they are undertaken with respect to events/projects policies and procedures and making revisions as necessary.
Develops and implements detailed project/program plans and recommends processes regarding program specific requirements.
Conducts research, identifies stakeholder requirements and analyzes business processes for opportunities to optimize operational efficiencies, effectiveness and service delivery.
Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation, codes and initiatives by other levels of government.
Develops, recommends and administers project budgets and ensures that expenditures are controlled and maintained within approved budget limitations.
Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities; recommends divisional solutions using sound professional judgment, conflict resolution and negotiation skills to manage sensitive and controversial matters.
Responds to emergency and priority situations by anticipating problems, making decisions and deploying appropriate financial and human resources.
Identifies and recommends approaches for addressing program/activity gaps and issues, ensuring alignment with other City and divisional priorities and objectives.
Develops and implements project control systems, procurement oversight, cost evaluation methodologies, performance evaluation criteria, in accordance with approved corporate policies and guidelines.
Reviews, evaluates and recommends detailed project plans and project deliverables to Director/Manager including the overall scheduling of projects and reports on the status of all subprojects and ensures City obligations are met and are in compliance.
Manages and reports sub-project progress to senior management with respect to technology, staffing level, costs, schedules, and operations.
Prepares, develops and negotiates agreements with shelter providers, suppliers, contractors, other divisions, partner organizations, agencies, and community groups.
Develops and manages requests for proposals/quotations in accordance with the City's policies and procedures and manages evaluation and selection processes and contracts with suppliers.
Manages issues regarding projects, ensuring follow-up documentation, corrective action and implementation of preventative strategies.
Negotiates and implements innovative solutions to complex project challenges involving multiple stakeholders to achieve assigned objectives.
Develops, coordinates and approves communication activities for all levels of staff in the division to ensure the strategic plan is widely understood and paramount in all strategic and day-to-day decision-making.
Communicates any potential situations of political and/or media attention; makes recommendations on course of action and ensures the Director/Manager is apprised of issues impacting the service delivery of the project and any potential impact on divisional operations.
Represents the division in meetings with a wide and diverse range of internal and external stakeholders, City Divisions, community groups, agencies, senior staff, and elected officials.
Cultivates and retains strategic relationships with corporate representatives, media partners, local businesses, politicians from three levels of government and internal senior level management.
Develops briefing notes, Authorization Memos and reports to senior management, Committees and Council.
