About The Position

Administration and supervision of horizontal construction projects. Project management for construction of numerous and diverse County projects with various department specialties. Project Manager may be requested to assist other departments such as Engineering, Storm water, Road and Bridge, Traffic Engineering and construction, depending on the need, background, and experience of the candidate. Provides comprehensive CPM scheduling / tracking as well as up to date reporting on all aspects of each assigned project. Performs highly technical, administrative and project management functions.

Requirements

  • Bachelor's Degree in Planning, Public Administration, Engineering, Construction Management or a closely related field
  • Four (4) years experience in fields related to project management, scheduling, budgeting, contract administration; or an equivalent combination of related education, training, and experience.
  • Must possess and maintain a valid Florida Driver's License.
  • Knowledge of maintaining records according to industry standards for all projects. Records shall generally include but not be limited to all correspondence, contract documents, change orders, RFIs, photographs, etc.
  • Knowledge of keeping logs, recording the activities related to the project, weather conditions, nature and location of work being performed, verbal instructions and interpretations given to the designer and Contractor, specific observations, any occurrence or work that might result in a claim for a change in Contract Sum or Contract duration.
  • Knowledge of all phases of design and construction.
  • Requires working knowledge of County and State laws, Building Codes and Ordinances, FDOT Specification, MUTCD, etc.
  • Extensive knowledge of the principles and practices of engineering as applied to the requirements of a Public Works Facilities Manangement Department, which manages several building projects.
  • Ability to evaluate and analyze data and make recommendations based on sound judgment.
  • Requires strong written and verbal communication skills.
  • Ability to establish and maintain effective relationships with subordinates, other departments, outside agencies - public or private, and the general public.
  • Ability to evaluate information, make decisions and coordinate consultants efficiently.
  • Thorough knowledge of maintaining records, in an orderly manner, at the construction site and office, e.g., correspondence, contract documents, change orders.
  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
  • Ability to perform routine to moderately complex mathematical computations and tabulations accurately and efficiently.
  • Ability to operate basic office equipment.
  • Ability to access, operate and maintain various software applications.

Responsibilities

  • Drafts, monitors and implements construction schedules and reports to the Department Director any conditions which may cause delays in the project's completion.
  • Provides comprehensive CPM scheduling / tracking as well as progress reports on all aspects of each assigned project.
  • Observes the progress and quality of the work, as is reasonably necessary at each stage of design and construction to determine that it is proceeding in accordance with the Design Scope and / or the Contract Documents.
  • Effectively oversees and interacts with Engineering Consultants and Consultant Program Managers.
  • Notifies the Department Director immediately if the work does not conform to the Design Scope and or Contract Documents or requires special inspection or testing.
  • Reports to the Department Director any conditions that may cause delays in the schedules.
  • Considers the Contractor's suggestions / recommendations, evaluates and submits them to the Director for approval.
  • Receives and logs samples which are required to be furnished at the site.
  • Reviews / inspects continuously the conditions of construction in an effort to minimize the claims for damages from the Contractor during completion of the remaining work.
  • Reviews and approves invoices and pay requests associated with the above-described activities.
  • Responsible for development of scopes of services, contract negotiation and administration of Capital Improvement Projects.
  • Oversees and interacts effectively with Consultants and Consultant Program Managers.
  • Coordinates with numerous County, State, and Federal agencies.
  • Provides project oversight to complete design and construction projects as assigned.
  • Prepares public presentations, if needed.
  • Provides supervisory and technical work involved with the day-to-day financial and technical management of various projects.
  • Performs duties as assigned/necessary which are related, or logical in assignment to the position.
