About The Position

The City of Wilmington is seeking a motivated and experienced professional to join its Design and Construction Department’s Project Management Division as a Project Manager - Stormwater. This role involves leading stormwater capital improvement projects from planning and technical analysis through design, permitting, construction, and completion. Projects may include drainage improvements, open and closed drainage systems, green infrastructure, water quality improvements, easement acquisition, utility relocation, and street improvements. The position also includes managing consulting engineering and surveying contracts, supporting public outreach, conducting permit and design reviews, and providing construction administration and management. Stormwater infrastructure is crucial for a safe, resilient, and livable city, and this role offers the opportunity to reduce flooding, protect infrastructure and property, improve water quality, and strengthen the city's response to growth and environmental changes. The Project Manager will help solve complex infrastructure challenges, coordinate priorities, engage with the community, and make tangible differences in people's daily lives. This position is key in bringing together city departments, consultants, contractors, and community partners to create a safer, more sustainable Wilmington.

Requirements

  • Bachelor of Science Degree in Civil Engineering (or similar technical field of study) from an accredited university.
  • 3 years of progressive work experience in public works project management or equivalent combination of education and experience.
  • Class C Drivers License

Nice To Haves

  • Experience in drainage infrastructure planning, engineering design, and construction preferred.

Responsibilities

  • Provide engineering, technical, and administrative guidance for various types of drainage capital improvement projects.
  • Negotiate and administer contracts for design and construction services.
  • Provide fiscal management of capital improvement projects to include preparation of opinions of probable cost, development of alternatives for value engineering, monitoring budgets, negotiation of contract amendments and change orders, and invoicing.
  • Oversee and manage consultants and contractors regarding performance, contract duties, project status, and scheduling.
  • Incorporate design or construction changes into the work product to address unforeseen conditions.
  • Coordinate with internal and external stakeholders throughout the planning, design, and construction of drainage capital improvement projects for administrative and technical input and feedback.
  • Coordinate property acquisitions with the City's Property Acquisitions Specialist.
  • Manage the public bid process.
  • Manage public relations and resolve citizen concerns.
  • Chair public information meetings, design coordination meetings, pre-bid meetings, pre-construction meetings, and progress meetings.
  • Represent the City of Wilmington in meetings with regulatory agencies.
  • Author technical specifications and develop or improve construction details.
  • Assist in updates to the Technical Standards and Specifications Manual.
  • Participate on various internal and external committees.
  • Pursue continuous professional development.
